Website news  On November 25, the Ministry of Agriculture, the National Development and Reform Commission, the State Ethnic Affairs Commission, the Ministry of Civil Affairs, the State Forestry Administration, and the State Council Leading Group Office of Poverty Alleviation and Development jointly issued a notice to launch the action plan for developing agricultural and rural resources to support migrant workers and other personnel returning home to start businesses, to be implemented in three phases from November 2015 to December 2020: mobilization and deployment, full implementation, and deepening advancement.

Guided by the development concepts of innovation, coordination, green, openness and sharing, and with the goal of promoting business startups by returning personnel and driving employment and income growth for farmers, the plan focuses on county-level economy and agricultural and rural economic development, implements support policies, develops startup projects, builds startup platforms, cultivates startup personnel, and constructs a service system, guiding and encouraging returning migrant workers, secondary and higher school graduates, retired soldiers and other personnel to develop various agricultural and rural resource factors, establish and lead market entities, and develop the primary, secondary and tertiary industries in rural areas.

The notice pointed out that five measures will be highlighted to advance the smooth implementation of the plan. First, earnestly implement support policies for returning-home entrepreneurship. Publicize existing policies through various forms, and vigorously promote the implementation of targeted tax reduction and general fee reduction policies as well as agricultural and rural industry support policies. Strengthen the creation of new policies, and strive for new breakthroughs in fiscal, tax, financial, insurance, investment, land use, electricity and water use policies. Second, encourage the development of returning-home startup projects. Drive returning-home entrepreneurship by building regional characteristic economies, expanding agricultural functions, strengthening industries in ethnic minority areas, and cultivating new types of agricultural business entities. Third, actively cultivate leaders in returning-home entrepreneurship. Strengthen entrepreneurship training for returning personnel, implement the training project for entrepreneurship and wealth-leading leaders in poverty-stricken villages, and carry out training for the protection and development of traditional ethnic minority handicrafts. Fourth, jointly build platforms for returning-home entrepreneurship. Relying on existing various development zones and agricultural parks, build a number of returning-home entrepreneurship parks; designate returning-home entrepreneurship internship bases to provide necessary internship, practicum and practical training services for returning-home entrepreneurs; and build network service platforms relying on the “pilot work of bringing information into villages and households” and other means. Fifth, strive to build a public service system for returning-home entrepreneurship. Actively carry out comprehensive entrepreneurship services, further strengthen specialized services for returning-home entrepreneurship, and vigorously advance the construction of the rural community service system.

The notice required that relevant departments at all levels effectively strengthen organizational guidance for the returning-home entrepreneurship action. Strengthen the implementation of responsibilities, place the work of supporting migrant workers and other personnel returning home to start businesses in an important position, include the implementation of the action plan in work assessment content, clarify time schedules, formulate implementation rules, implement responsibility division, and ensure work effectiveness. Strengthen departmental collaboration, pay attention to policy coordination and linkage, form an efficient long-term mechanism, and jointly advance returning-home entrepreneurship. Strengthen publicity and guidance, create a good atmosphere, promote a number of demonstration models, and stimulate the enthusiasm, initiative and inner potential for returning-home entrepreneurship.
