Relying on Processing Parks to Advance the Integrated Development of Primary, Secondary and Tertiary Industries
On November 26, the National Experience Exchange Meeting on the Construction of Agricultural Product Processing Parks and the Symposium on the Integrated Development of Rural Primary, Secondary and Tertiary Industries was held in Yichang, Hubei. The meeting emphasized that, based on regional specialty and advantageous agricultural products and supported by modern biological, information and equipment technologies, the construction of agricultural product processing parks must be strengthened in accordance with the requirements of concentrated enterprises, clustered factors, industrial clusters and intensive operation. By optimizing the allocation of various processing factors, the links of raw material bases, processing enterprises, logistics distribution and marketing must be connected end to end, linked from top to bottom and advanced as one, so as to achieve intensive, standardized and efficient production and enable enterprises to share infrastructure, public services and the effects of division of labor and collaboration. This is an inevitable choice for industrial transformation and upgrading, an objective requirement for promoting agricultural modernization, an effective carrier for advancing the integrated development of rural primary, secondary and tertiary industries, a powerful measure for strengthening ecological civilization development, and also an important path for achieving integrated urban-rural development.
The meeting proposed that during the “13th Five-Year Plan” period, it is necessary to thoroughly implement the spirit of the Fifth Plenary Session of the 18th Central Committee of the Party, effectively implement the new development concepts of innovation, coordination, green, openness and sharing, take the advancement of the integrated development of rural primary, secondary and tertiary industries as the guide, conscientiously organize and implement the agricultural product processing industry revitalization project, the leisure agriculture upgrading project and the farmers' entrepreneurship and innovation service project, pay greater attention to reform and innovation, quality and safety, resources and environment and intensive development, build systems for policy support, scientific and technological innovation, talent support, infrastructure, public services and organizational management, cultivate a large number of agricultural product processing industrial clusters that integrate standardized raw material bases, intensive processing parks, and systematized logistics distribution and marketing networks into a “trinity” that is organically connected, mutually supporting, complementary in functions and closely linked, strive to raise the construction level of agricultural product processing parks, continuously open up new horizons for the development of the agricultural product processing industry, and provide strong support for promoting agricultural and rural modernization and building a moderately prosperous society in all respects.
The meeting required that the integrated development of primary, secondary and tertiary industries be advanced in various forms, that the multiple functions and multiple values of agriculture be fully developed, and that the jobs and added value that flow out of agriculture to industry, commerce and cities be kept locally and left to farmers. The same new type of business entity and the same agricultural product variety must, within the same region, advance the natural extension of the primary agricultural industry toward the secondary and tertiary industries; different business entities such as agricultural product processing and circulation enterprises must extend forward to build bases and drive farmers, and extend backward to develop logistics and marketing systems; leisure agriculture and rural tourism must integrate the primary, secondary and tertiary industries within themselves, creating new business forms of integrated development of agriculture with culture, ecology, leisure and tourism; new technologies, new business forms and new models must penetrate and integrate into every link of agriculture, gradually blurring industrial boundaries.
It is understood that in recent years agricultural product processing parks have brought processing enterprises, the “rotating troops,” into the “ironclad barracks,” increasingly becoming gathering places for outstanding enterprises, advanced factors and important brands, and showing vigorous vitality and strong radiating and driving power. According to statistics, agricultural product processing industrial parks across the country have grown to 1,600, with 35,000 enterprises in the parks, of which about 15,000 are above-designated-size enterprises and about 5,000 are leading enterprises.
