A relevant official of the National Development and Reform Commission said today that by 2020, China will strive to reduce losses and waste in the post-production grain circulation stage by more than 13 million tons per year, cut the loss and waste rate by more than 40%, make grain consumption more scientific and reasonable, and form a long-term mechanism for the whole society to save grain

A relevant official of the National Development and Reform Commission said today that by 2020, China will strive to reduce losses and waste in the post-production grain circulation stage by more than 13 million tons per year, cut the loss and waste rate by more than 40%, make grain consumption more scientific and reasonable, and form a long-term mechanism for the whole society to save grain and reduce losses.

The official said that the National Development and Reform Commission, the National Grain Administration and the Ministry of Finance recently jointly issued the "Plan for the Construction of Grain Collection, Storage and Supply Security Facilities (2015-2020)". This is also the first national-level special plan in the area of grain circulation infrastructure construction.

According to the Plan, by 2020, a grain collection, storage and supply security system featuring convenient grain selling, safe storage, smooth logistics, stable supply, efficient emergency response, quality and safety, and strong regulation will be fully built, forming a new modern grain circulation pattern with rational layout, optimized structure, orderly competition and strong supervision. In terms of specific indicators, by the end of 2015, China will complete the task of building 100 billion jin of concentrated new warehouse capacity and achieve 10 million households covered by the special project for scientific grain storage by farmer households; by 2017, complete the maintenance and renovation of “dangerous warehouses and old depots” nationwide; by 2020, basically eliminate “mat-and-bamboo bins” and other open-air grain storage.

The reporter learned that at present, the long-term weak and backward state of grain circulation infrastructure has not yet been fundamentally changed. Grain production has achieved “eleven consecutive increases”, urbanization and agricultural modernization are accelerating, and the comprehensive building of a moderately prosperous society is advancing in depth, all of which have raised new requirements for safeguarding national food security and improving grain collection, storage and supply capacity. Contradictions and problems such as severely insufficient grain collection and storage warehouse capacity, unsmooth logistics channels, weak emergency supply capacity and relatively large hidden dangers in quality and safety are becoming increasingly prominent.
