Rapeseed purchasing entity shifts to local level starting 2015

The reporter learned from the National Grain Administration on the 18th that starting in 2015, the entity responsible for rapeseed purchasing will shift from the central government to local governments, with local governments responsible for organizing various enterprises to carry out rapeseed purchasing.

It is reported that the National Development and Reform Commission, the National Grain Administration, the Ministry of Finance, the Ministry of Agriculture, and the Agricultural Development Bank of China jointly issued a notice on the 18th requiring that the 2015 rapeseed purchasing work be carried out properly. The notice requires that the relevant provincial-level people's governments conscientiously implement the spirit of the Several Opinions of the State Council on Establishing and Improving the Provincial Governor Responsibility System for Food Security, organize, guide and encourage various enterprises to actively carry out purchasing in accordance with the principles of pricing by quality and higher prices for better quality, and promote the healthy development of the rapeseed industry. It is necessary to strengthen guidance on purchasing and information services, stabilize market expectations, and promote orderly circulation. In particular, key production areas should take effective measures to handle purchasing work well when rapeseed is concentrated on the market, so as to prevent farmers from “having difficulty selling rapeseed.”

According to the introduction, for the main rapeseed production areas of Hubei, Sichuan, Hunan, Anhui, Jiangsu, Henan and Guizhou, the central finance department will provide appropriate subsidies to support local areas in adopting methods such as encouraging processing enterprises to purchase, subsidizing large-scale growers, promoting high-yield and high-quality rapeseed, and brand-based production and operation, so as to do a good job in rapeseed production and purchasing.
