Expert Group for the Ministry-Level Performance Evaluation Spot Check of the Launch Year of the Science and Technology Innovation Project Carries Out Work
Website News On June 18, the expert group from the Ministry of Agriculture went to the Institute of Processing to conduct a spot check for the performance evaluation of the launch year of the Science and Technology Innovation Project.
The expert group systematically listened to and learned about the special report on the implementation process and results of the innovation project, and conducted on-site investigations of the comprehensive utilization technology integration laboratory for grain and oil processing, the Comprehensive Key Laboratory of Agricultural Product Processing of the Ministry of Agriculture, the National Agricultural Product Processing Technology Research and Development Center, the Agricultural Product Processing Quality and Safety Risk Assessment Laboratory of the Ministry of Agriculture, and the laboratories of the Innovation Team for Meat Science and Chinese Food Manufacturing and Equipment, among others. They carefully reviewed the institute's innovation project management measures, scientific and technological achievement certification materials, financial accounts, and other relevant archives and physical materials, and conducted on-site inquiries and interactive exchanges.
The expert group unanimously agreed on the following: First, the leadership of the Institute of Processing attaches great importance to the project, truly treating the innovation project as the number one project, and through a series of solid and effective efforts, has exceeded all assessment indicators for the launch year of the innovation project. Second, institutional and mechanism innovation is prominently distinctive and highly effective; the self-evaluation report is factual and realistic; the institute's appearance has undergone a complete transformation, creating a miracle of leapfrog development from last place to the top three. Third, modern institute management system innovation leads the way, with rules and regulations established, categorized management, providing a scientific and strong institutional guarantee. Fourth, the refined performance evaluation has clear goals, and the categorized assessment indicators are scientific, reasonable, specific, and feasible; institutional implementation is standardized and effective, and the attitude of administrative personnel in wholeheartedly serving scientific research is worth learning from. Fifth, the reform of the employment mechanism and the approach to talent introduction are worth drawing on; they have explored and established a new mechanism for attracting and utilizing talent, truly achieving “defining positions by responsibility, defining staffing by position, open recruitment, two-way selection, able to enter and exit, able to rise and fall, able to be high or low”, and young talent has become the main body undertaking the implementation of national science and technology programs. Sixth, they have seized the historical opportunity for the development of the agricultural product processing industry, taking the national strategy as the goal and serving the industry as their mission, giving full play to the leading role of the national team, establishing a five-in-one collaborative innovation mechanism, and leading the scientific and technological innovation and development of agricultural product processing across the country. Seventh, international cooperation and exchange have been innovative and breakthroughs have been made; they have established more than ten bilateral international cooperation platforms, formed branded international conferences such as the China-Europe Agricultural Product Processing Technology Exchange Conference, the China-Arab Food Science and Technology Center Academic Seminar, and the International Mycotoxin Conference, expanding channels, increasing influence, and raising status. Eighth, everything proceeds from the law and from auditing; they vigorously ensure the safe use of funds, establish a long-term risk prevention and control mechanism, and budget funds are executed both well and quickly, truly deserving to be the research institute with the fastest development speed. Ninth, cultural development boosts growth; the entire institute has established the spirit of drawing the sword and striving for excellence, forming a cultural atmosphere of always striving for first place in scientific and technological innovation, laying a solid ideological foundation for the institute's development and becoming a model for modern institute cultural development. At the same time, the expert group put forward constructive opinions and suggestions regarding shortcomings and problems in areas such as innovation team building and talent introduction, scientific and technological innovation and service to industry, and basic research and applied research.
