How to advance mass entrepreneurship? Pooling four key elements is crucial
Mass entrepreneurship harbors enormous potential and boundless wealth, and is a new engine for our country's economic growth. As reform continues to advance, innovation continues to deepen, and elements continue to gather, the entrepreneurial environment will be better, the space for employment larger, and the consumer foundation more solid, which will surely set off a new wave of entrepreneurship. Mass entrepreneurship is like a seed: to make it take root, sprout, bloom, bear fruit, grow into a towering tree, and even become a forest, we must comprehensively grasp the “four elements”.
First, create a suitable entrepreneurial “air”. “Air” is the social space for entrepreneurial development. When the “air” is suitable, entrepreneurship can grow quickly and healthily. When the “air” is thin or murky, entrepreneurship will suffocate or become distorted. We must build a relaxed environment and create a business-friendly space so that mass entrepreneurship can thrive. 1. Vigorously create a social atmosphere in which entrepreneurship is honorable. Through publicity, public opinion guidance, education and training, and other means, we must vigorously publicize the Party and the state's policies and measures on supporting and encouraging entrepreneurship, publicize the importance of entrepreneurship in promoting economic development and achieving personal success, foster the idea of respecting entrepreneurship, innovation, and talent, and advocate a social trend of daring to start businesses, being willing to start businesses, and tolerating failure, so that entrepreneurial aspirations are encouraged, actions are supported, and achievements are respected. 2. Vigorously cultivate a social awareness that gives priority to entrepreneurship. Among all groups with any possibility of starting a business, such as college students, secondary vocational students, military personnel, migrant workers, and the rural labor force, we must widely carry out entrepreneurship training, impart knowledge in various areas such as the market economy, enterprise building, successful cases, and technology transfer, cultivate entrepreneurial cells, spread entrepreneurial seeds, and make entrepreneurship a value orientation, a lifestyle, and a trend of the times, encouraging job creation through entrepreneurship and wealth creation through entrepreneurship. 3. Vigorously raise the social conscientiousness of mass entrepreneurship. Through various means such as entrepreneurial planning, entrepreneurial projects, entrepreneurial consulting, and information release, we must enable thousands upon thousands of entrepreneurial talents to become market entities, and form an entrepreneurial and innovative ecological cultural system of “entrepreneurship first, I want to start a business, mass entrepreneurship”.
Second, create suitable entrepreneurial “soil”. “Soil” is the foundational platform for entrepreneurial development. We must build high-quality platforms and provide the necessary conditions so that mass entrepreneurship can take root and sprout. 1. Make full use of resource platforms. We must use scenic resources such as scenic areas and scenic spots to vigorously advance entrepreneurship and development in travel companies, hotels, commercial streets, farmhouse inns, forest inns, restaurants, tourist shops, and so on; and we must use agricultural resources such as land, mountain forests, and waters to vigorously advance entrepreneurship and development in family farms, large breeding and planting households, specialized cooperatives, and agricultural and sideline product processing, making good use of and revitalizing the abundant agricultural and rural resources. 2. Make full use of asset platforms. We must use various types of assets such as idle factory buildings, idle rural schools, idle office spaces, and idle commercial housing to create small and medium-sized enterprise entrepreneurship parks or entrepreneurship bases, and develop small and micro enterprises and self-employed operators. Through a series of cultivation actions, we must make market entities bigger and stronger, and form a vivid situation in which large enterprises “stand tall enough to hold up the sky” and small enterprises “blanket the earth”. 3. Make full use of informationization platforms. We must make full use of information networks and e-commerce network platforms, vigorously develop the maker economy, encourage entrepreneurship through new business forms such as opening online enterprises and online stores, and encourage the development of market-oriented, specialized, integrated, and networked entrepreneurship towns and makerspaces.
Third, create suitable entrepreneurial “sunshine”. “Sunshine” is effective support for entrepreneurial development. Sunlight determines both whether there is sufficient light and whether the temperature is moderate. Through scientific, reasonable, and effective government support, we must let entrepreneurship develop quickly and healthily in suitable “temperature” and “light”. 1. Provide entrepreneurial convenience. We must advance the facilitation reform of the commercial system, comprehensively implement facilitation measures such as the registered capital subscription registration system, “license first, permit later”, “three certificates in one”, and full-process electronic industrial and commercial registration, and comprehensively implement the system of changing pre-approval items to post-approval items. 2. Expand the scope of entrepreneurship. Adhere to “whatever is not prohibited by law may be done”, respect market laws, reduce artificial restrictions, encourage the development of traditional industries such as deep processing of agricultural and sideline products, mechanical processing, and electronic product processing, encourage the development of emerging industries such as domestic services, elderly care and health, rural tourism, and e-commerce, and encourage the development of industries hot for mass consumption such as logistics, commerce and trade, and catering. 3. Increase entrepreneurial support. Funds are often the “roadblock” to entrepreneurship. By establishing “entrepreneurship funds” and using the influence, amplification, and incentive effects of fiscal funds, we must leverage capital elements such as banks, insurance, securities, and venture capital to invest in the field of entrepreneurship and innovation. Through small guaranteed loans, loan interest subsidies, and so on, we must provide financial support to entrepreneurs.
Fourth, create suitable entrepreneurial “rain and dew”. “Rain and dew” are an important guarantee for entrepreneurial development. We must abandon the previous understanding that support means the government giving preferential policies, follow market rules, and let entrepreneurs boldly go about it and do it independently. According to the requirements and needs of entrepreneurs, we must promptly study and solve relevant difficulties and problems. 1. Improve the entrepreneurial service system. By establishing and improving support platforms, we must provide entrepreneurs with policy consulting, project recommendation, procedure handling, and follow-up services. We must establish an entrepreneurial information release mechanism, widely solicit entrepreneurial projects, build a project database, advance effective matching between entrepreneurial projects and entrepreneurs, and promote the successful transformation of entrepreneurial projects. We must promptly solve the difficulties and problems encountered in the entrepreneurial process, including entrepreneurial venues, financing, talent training, and product marketing. 2. Build entrepreneurial exchange platforms. We must implement entrepreneurial guidance plans and guide people from all walks of life who are interested and capable to enthusiastically start businesses. Encourage the establishment of private entrepreneurship associations, hold entrepreneurship forums, and advocate that entrepreneurs exchange entrepreneurial experience with one another to improve the success rate of entrepreneurship. Through various forms such as the selection of “entrepreneurship stars” and “entrepreneurial talents”, we must commend and reward successful entrepreneurs and drive mass entrepreneurship. 3. Optimize the environment for entrepreneurial development. We must publish government departments' lists of powers and handling procedures, advance the standardization, simplification, and high efficiency of administrative approval, and create a good social environment for entrepreneurship.
