The 2015 summer grain procurement work has been fully launched. In order to ensure the smooth progress of summer grain procurement, the State Administration of Grain recently organized a special supervision and inspection of summer grain procurement.

A reporter learned from the State Administration of Grain on the 29th that this special inspection focuses on five aspects:

First, the situation of policy publicity. Inspect whether grain purchasing and storage enterprises' procurement sites have posted prices, put standards on the wall, and placed samples on the counter, and whether they purchase immediately upon arrival, so that farmers can deliver “clear grain” and “grain with peace of mind”.

Second, the situation of quality inspection and weighing. Inspect whether the quality inspection and weighing procedures of grain purchasing and storage enterprises are standardized, open and transparent, whether the filling of procurement vouchers and procurement invoices is standardized and unified, whether the item contents are complete, and whether there are any missing signatures at each stage on the vouchers, and resolutely crack down on various forms of illegal and irregular behavior such as false procurement, passing off old grain as new, and purchasing first and transferring later.

⟧ Third, the situation of grain payment. Inspect whether grain purchasing and storage enterprises have made farmers aware of the settlement method and promptly settled grain payments on site to farmers selling grain, so that the grain in farmers' hands can be sold and the grain payments can be obtained.

Fourth, the situation of procurement progress. Inspect whether entrusted purchasing and storage enterprises and leased warehouse sites have circumstances where the progress of grain warehousing does not match the enterprise's actual warehouse capacity.

Fifth, the situation of accepting and handling cases. Provincial grain administrative departments inspect the situation of municipal and county-level supervision and inspection of summer grain procurement, as well as the situation of accepting and handling reported grain-related problems, and whether reported cases are registered, investigated, have results, and receive feedback.

The State Administration of Grain requires that all localities, in accordance with relevant legal provisions, severely handle illegal and irregular behavior discovered during inspections, such as discounting the implementation of summer grain procurement policy, especially issuing “IOUs”, downgrading quality and suppressing prices or raising grades and raising prices to cheat and harm farmers, as well as “passing off old grain as new”.
