China Securities Network News: Tang Ke, Director of the Science, Technology and Education Department of the Ministry of Agriculture, recently disclosed that the “Soil Ten Plan” is about to be launched. This also means that, after the successive introduction of the “Air Ten Plan” and the “Water Ten Plan,” the battle against soil pollution among the three major battles is about to officially begin.

According to a December 1 report by the Shanghai Securities News, the “Soil Ten Plan,” namely the Action Plan for Soil Environmental Protection and Pollution Control, was jointly formulated by multiple ministries and commissions including the National Development and Reform Commission, the Ministry of Environmental Protection, the Ministry of Land and Resources, and the Ministry of Agriculture, and was also listed by the Ministry of Environmental Protection as one of this year's key tasks.

⟦NL> As an important plan for soil management and comprehensive prevention and control, the “Soil Ten Plan” will establish a specific “timetable” for soil pollution control in China. Overall, soil pollution will be divided into agricultural land and construction land, with classified regulation, treatment and protection, striving to curb soil deterioration by 2020. At the same time, the state will also consider a series of incentive policies and gradually open the field of soil pollution prevention and control fully to social capital.

Zhang Yi, President of the Shanghai Environmental Sanitation Engineering Design Institute, analyzed that the market size this year alone has already exceeded 20 billion yuan, and next year it may exceed 30 billion yuan. In the future, China's soil remediation market should reach the 10-trillion level. Gao Shengda, Secretary-General of the China Environmental Remediation Industry Alliance, predicted that after the “Soil Ten Plan” is introduced, this market will grow by at least 30% to 50%.

At present, 80% to 90% of the soil remediation market share is held by a few leading enterprises, while about 2,000 enterprises are competing for this market. Therefore, the common problem is that small and medium-sized enterprises bid at low prices and ultimately cannot complete the work.

“The state advocates supply-side reform, and remediation is also a supply side. In the future, the problem of a few leading enterprises occupying a monopoly position will be broken, and it will no longer be monolithic. Soil remediation services will develop toward diversification and pluralism.” Gao Shengda said.
