In order to further unify thinking, clarify tasks, and prudently and steadily advance the pilot work, the Ministry of Land and Resources held a training class on the three pilot programs for rural land system reform in Beijing from July 2 to 3. Wang Shiyuan, member of the Party Leadership Group and Vice Minister of the Ministry of Land and Resources, on behalf of the Ministry's Leading Group for the Three Pilot Programs for Rural Land System Reform, gave a training speech focusing on the "Opinions on the Pilot Work for Reform of Rural Land Expropriation, Market Entry of Collective Operational Construction Land, and the Homestead System," the "Implementation Rules for the Pilot Work for Reform of Rural Land Expropriation, Market Entry of Collective Operational Construction Land, and the Homestead System," and the 33 pilot implementation plans. Zhang Delin, member of the Party Leadership Group, Vice Minister, and Deputy National Land Inspector-General, delivered the training summary. Yan Zhiyao, member of the Party Leadership Group and Chief Planner, attended.

At present, the 33 pilot implementation plans have been approved by the Ministry's Leading Group for the Three Pilot Programs for Rural Land System Reform, and the reform pilot work has entered the stage of full launch. The main tasks of this training class are: in light of the approval of the implementation plans of the 33 pilot areas, to further study, understand, and implement the spirit of a series of important instructions and written directives on rural land system reform by the leading comrades of the Central Committee, to implement the new requirements of the Party Leadership Group of the Ministry of Land and Resources regarding the pilot work, to enable the participating comrades to more accurately grasp the overall requirements and main tasks of the reform pilot work, and to prudently and steadily advance the pilot.

It is learned that in recent times, the leading comrades of the Central Committee have issued a series of important instructions and written directives on land issues in a concentrated and intensive manner, demonstrating the high importance the new Central Committee leadership collective attaches to land work. The meeting pointed out that these instructions and written directives contain important new ideas, new judgments, new understandings, and new requirements, and are the fundamental guide for doing the pilot work of rural land system reform well, and must be deeply understood and accurately grasped. In the reform pilot work, it is necessary to deeply understand the spirit of the relevant important instructions and written directives of the leading comrades of the Central Committee and the new requirements of the Party Leadership Group, fully recognize the extreme importance of the land system, and prudently and steadily advance rural land system reform; it is necessary to adhere to the principle of piloting first and give full play to the demonstrative, breakthrough, and driving role of reform pilots; and it is necessary to unswervingly adhere to bottom-line thinking and firmly uphold the three bottom lines of not changing the nature of public ownership of land, not breaching the red line for cultivated land, and not harming farmers' interests.

The three pilot programs for rural land system reform are urgent in time and heavy in tasks. In the process of advancement, it is necessary to accurately grasp the overall requirements and main tasks of the reform pilot work, persist in taking the establishment of a unified urban-rural construction land market as the direction, take consolidating the rights and functions of rural collective land as the foundation, take establishing a land value-added income distribution mechanism that gives consideration to the state, the collective, and individuals as the key, and take safeguarding farmers' land rights and interests and ensuring that farmers fairly share in land value-added income as the purpose, while adhering to gradual progress and paying attention to reform coordination. Regarding the next step of work, the training class required: first, mobilization and deployment should be carried out as soon as possible, the main responsibility for the pilot work should be implemented, thinking should be unified, time should be scheduled backward, progress should be clarified, and responsibility should be assigned to each person; second, it is necessary to be brave in exploration and bold in innovation to form replicable and promotable pilot experience and successful practices; third, research and guidance should be strengthened; fourth, prominent problems should be discovered and resolved in a timely manner.

During the one-and-a-half-day training class, everyone conducted extensive interactive exchanges on the basis of in-depth study. Everyone unanimously agreed that since March of this year, the three pilot programs for rural land system reform have gotten off to a good start, and all work has been advancing in an orderly manner. Through this training, ideological understanding was further raised, work thinking was clarified, and determination and confidence were strengthened.

The responsible persons in charge of the land and resources departments of each province (autonomous region, municipality), the responsible persons in charge of each dispatched local national land inspection bureau and relevant comrades participating in the pilot work, the responsible persons in charge of the land and resources departments of each pilot city and county, and the members and liaison officers of the office of the Ministry's Leading Group for the Three Pilot Programs for Rural Land System Reform participated in the training.
