Agricultural machinery is fast but too expensive, and subsidies are good but the paperwork is too slow
On July 7, the 2015 Qingyuan City agricultural machinery safety, agricultural machinery purchase subsidy policy, and hilly and mountainous area agricultural machinery technology promotion publicity and consultation activity was held in Fengyang Town, Lianzhou City. The activity included consultations on agricultural machinery laws, regulations, and safety knowledge, and the machinery purchase subsidy policy, as well as displays of hilly and mountainous area agricultural machinery and a demonstration of installing “three lights” on tractors.
At the site, the production efficiency of the agricultural machinery opened the eyes of those present. It is reported that a certain rice transplanter can transplant about 2—3 mu per hour, saving time and effort. However, because agricultural machinery prices are relatively high and the subsidy application procedure is rather complicated, the farmers present hoped that the relevant departments could further simplify the application procedure, preferably so that “everything can be done in one go.” Chen Shiwen, deputy mayor of Lianzhou City, suggested that villagers could form specialized cooperatives with like-minded people and jointly purchase agricultural machinery, so as to maximize the value of the machinery's use.
Technical support: about 2—3 mu of rice transplanting per hour
⟦NL> Rice transplanters, tractors, dryers, rice combine harvesters……On the morning of that day, rows of brand-new agricultural machines were neatly lined up on the square in Fengyang Town, Lianzhou City, attracting many people to watch and make inquiries. Among them, one member of the public could not wait to personally sit on a tractor and experience the machine's performance, among other things.
“How much does this rice transplanter cost?” asked a large-scale grower from Xiemin Village, Lianzhou Town, Lianzhou City. He told the reporter that his cultivated area was about 200 mu, and he had previously purchased a rice transplanter for transplanting. “After using this kind of rice transplanter, the rice grows very well, and we have saved a lot of effort in cultivation.” He said he was currently considering replacing it with a faster rice transplanter.
According to a staff member of the Guangdong Provincial Agricultural Machinery General Company, the original price of this rice transplanter was about 19,000 yuan, and the price after subsidy was about 15,000 yuan. “This transplanter can transplant about 2—3 mu of rice per hour, saving time and effort. At the same time, because the machine ensures the row spacing for transplanting the seedlings, it can ensure stable crop yields.”
“In recent years, farmers' awareness of agricultural mechanization has increased. Currently, everyone's enthusiasm for purchasing agricultural machinery is still relatively high. Many people came to consult today, and they were very active,” introduced a staff member of the Lianzhou City Agricultural Machinery Safety Supervision Station.
According to statistics from the Lianzhou City Agricultural Machinery Safety Supervision Station, as of June this year, the station had registered a total of 35 walking tractors and combine harvesters, conducted annual inspections of 261 tractors and combine harvesters, applied reflective stickers to 289 machines, and processed new tractor and combine harvester driving licenses (operation certificates) for 57 people.
Chen Shiwen said that Lianzhou should vigorously advance the modernization of agricultural production equipment and actively promote agricultural machinery technology in hilly and mountainous areas, so as to reduce planting costs, increase grain output, and achieve scientific and modernized agriculture.
Production safety: 33 cases of improper production behavior corrected in the first half of the year
“We have always attached great importance to raising farmers' and machine operators' awareness of traffic safety, actively preventing and reducing road traffic accidents, and ensuring the safe production of tractors and combine harvesters,” introduced the relevant person in charge of the Lianzhou City Agricultural Machinery Safety Supervision Station regarding agricultural machinery safety issues.
In order to better supervise agricultural machinery safety, in the first half of this year the Lianzhou City Agricultural Machinery Safety Supervision Station separately organized and implemented the 2015 “Agriculture and Public Security Tractor Road Safety Joint Special Rectification Activity,” did a good job in tractor registration and annual inspection (review) work, effectively raised the level of the “three rates” for agricultural machinery (registration rate, inspection rate, and certificate-holding rate), and reduced the occurrence of agricultural machinery accidents. “In the first half of the year, we dispatched a total of 35 mobile publicity vehicles/times and 135 supervision and law enforcement personnel/times, and distributed 1,712 copies of safety production study materials. We truly did a good job in the registration of tractors and harvesters and in the examination and issuance of driving licenses and operation certificates.”
At the same time, Lianzhou carried out troubleshooting and rectification of agricultural machinery safety hazards. According to statistics, in the first half of this year Lianzhou inspected a total of 211 machines and vehicles, found hidden dangers in agricultural machinery safety production, and corrected 33 cases of various illegal and irregular production behaviors, effectively promoting agricultural machinery safety production and at the same time creating a good atmosphere in the city for law enforcement in accordance with the law for safety production.
Next, Lianzhou City will strengthen the building of the agricultural machinery supervision team, strive to improve the policy level, professional quality, and professional ethics of agricultural machinery supervision personnel; strictly implement the Ministry of Agriculture's “Tractor Registration Work Specifications” and “Tractor Driving License Business Work Specifications,” and improve and perfect various rules and regulations; continue to carry out special rectification work for agricultural machinery safety production, actively and closely cooperate with public security departments, intensify field inspections and road checks, strictly enforce the law, resolutely crack down on “unregistered machines and unlicensed driving” and various illegal acts, effectively eliminate major and especially serious agricultural machinery accidents, and stop the occurrence of ordinary accidents.
