Yu Kangzhen Stresses: Strengthen Fishing Vessel Inspection and Supervision, Strictly Guard Against Fishery Safety Accidents
On July 17, the National Symposium on the Three Major Actions for Fishing Vessel Inspection and Law Enforcement Supervision was held in Dalian, Liaoning Province. At the meeting, Vice Minister of Agriculture Yu Kangzhen stressed that without fishing vessel safety there is no fishery safety, and no fishermen's safety. Great importance must be attached to fishery safety production work, the “string” of fishing vessel safety supervision must be kept taut at all times, safety inspections of sea-going and inland river fishing vessels must be strengthened, fishing vessel inspection and supervision must be reinforced, efforts must be made to improve the safety and technical condition of fishing vessels, the important foundational role of fishing vessel inspection in fishery safety production must be brought into play, and major safety accidents on fishing vessels must be strictly prevented.
Yu Kangzhen pointed out that fishing vessel inspection is the first gateway to ensuring fishing vessel safety. From blueprint design to fishing vessel construction, from vessel testing to operational inspection, from vessel structure to important marine products, every inspection item effectively reduces the occurrence of fishing vessel safety accidents. Fishing vessel inspection is also foundational work for strengthening and standardizing fishing vessel management, an important link in protecting fishery resources and the aquatic ecological environment, and an effective lever for advancing the modernization of fishing vessel equipment. In the future, it is necessary to adapt to the new requirements of reform and innovation, strengthen the functions of fishing vessel inspection and supervision, accelerate the informatization of fishing vessel inspection and supervision, strengthen supervision of fishing vessel repair and construction enterprises and design units, cultivate and form a socialized support system for fishing vessel inspection work, and comprehensively enhance the capacity and level of performing duties.
Yu Kangzhen required that the Three Major Actions for national fishing vessel inspection and law enforcement supervision are aimed at finding out the true situation of fishing vessels nationwide, eliminating safety hazards, resolving prominent problems that have existed for many years in fishing vessel safety management, improving the safety and technical level of our country's fishing vessels, and effectively giving play to the key role of fishing vessel inspection and supervision work in safeguarding fishery safety production and the safety of fishermen's lives and property. Fishery administrative departments at all levels and fishing vessel inspection institutions must seize the favorable opportunity of the summer fishing moratorium and the adjustment of fishery fuel subsidy policies, form a joint force around new fishery policies, make targeted breakthroughs, accelerate progress, conscientiously rectify fishing vessels with “inconsistency between vessel and certificate,” highlight key points to eliminate safety hazards, intensify the investigation and handling of quality and safety problems in marine equipment, strengthen safety education for vessel owners and fishermen, ensure that all action tasks are completed before the end of the year, and establish a long-term mechanism for fishing vessel inspection and law enforcement supervision.
It is reported that as of now, a basic data census of 437,000 fishing vessels has been completed nationwide, and 44,000 fishing vessels with “inconsistency between vessel and certificate,” “false plates,” “clones,” and “certificates without vessels” have been identified; 6,430 newly built fishing vessels have been inspected, and 1,325 rectification notices have been issued.
