2015 National Agricultural Comprehensive Development Inspection Work Launched
Recently, the National Agricultural Comprehensive Development Office issued the "Notice on Carrying Out the 2015 Agricultural Comprehensive Development Inspection Work", making specific arrangements for the 2015 national agricultural comprehensive development inspection work.
In order to further improve the effectiveness of the inspection, on the basis of summarizing previous inspection work, this inspection reflects the following characteristics: First, the inspection targets achieve full coverage. This inspection involves 13 provincial-level agricultural comprehensive development agencies, including Beijing, Tianjin, Heilongjiang, Shanghai, Zhejiang, Hainan, Chongqing, etc., with key spot checks of 3-6 development counties (regiments, farms) for each provincial-level agricultural development agency, further increasing the spot check ratio, and achieving full coverage of provincial-level agricultural development agencies on the basis of the inspections in the previous two years. Second, the inspection content combines points and areas. For each inspection target, while comprehensively inspecting local agricultural comprehensive development completed projects and projects under construction from 2012-2014, spot checks are conducted on agricultural comprehensive development projects of departments such as the Ministry of Water Resources, the Ministry of Land and Resources, the Ministry of Agriculture, the State Forestry Administration, and the All China Federation of Supply and Marketing Cooperatives in 2013, and all medium-sized irrigation district water-saving supporting renovation projects of the Ministry of Water Resources (except Beijing, Shanghai and Ningbo City) are spot checked. Third, the inspection methods are diversified. In addition to inspections directly organized by the National Agricultural Comprehensive Development Office, diversified inspection methods such as joint inspections by the Ministry of Finance's financial supervision commissioner offices stationed in provinces (cities) and the National Agricultural Comprehensive Development Office, and independent inspections entrusted to third-party intermediary agencies are also adopted, and clear requirements are put forward for inspection procedures, steps, methods and inspection discipline.
This inspection will be fully launched at the end of June and is planned to end in November this year.
