National On-Site Meeting on Prevention and Control of Major Autumn Grain Pests and Diseases Convened; Ministry of Agriculture Deploys Prevention and Control Work
This website news At present, major pests and diseases of autumn grain crops are successively entering the peak period of occurrence and damage, and doing a good job in pest and disease control is crucial to securing a bumper autumn grain harvest. In order to solidly carry out the action of preventing diseases and controlling pests to secure a bumper autumn grain harvest, on July 21, the Ministry of Agriculture held a national on-site meeting on the prevention and control of major pests and diseases of autumn grain crops in Tongliao City, Inner Mongolia, to analyze the occurrence situation of major pests and diseases of autumn grain crops, exchange prevention and control practices and experience from various regions, and deploy the prevention and control work for autumn grain crop pests and diseases.
The meeting pointed out that the new normal of economic development and the new situation of agricultural development have put forward new requirements for plant protection work. It is necessary to closely focus on the main line of work of “stabilizing grain and increasing income, adjusting structure, improving quality and increasing efficiency, and transforming the development mode”, take the “action to achieve zero growth in the use of chemical fertilizers and pesticides by 2020” as the starting point, and effectively strengthen the “two services”. First, serve the adjustment of the agricultural structure, do a good job in the prevention and control of pests and diseases of major crops in the region, and ensure stable grain production and increased income. Second, serve the transformation of the agricultural development mode, improve prevention and control effects, reduce the amount of pesticides used, lower production costs, and achieve quality improvement and efficiency increase. The transformation of the agricultural development mode requires plant protection work to also accelerate the realization of the “five transformations”, namely, the transformation from the prevention and control of pests and diseases of a single grain crop to equal emphasis on the prevention and control of pests and diseases of grain and economic crops, from single pest and disease control to solutions for pests and diseases across the entire crop growth period, from single chemical control to integrated prevention and control, from scattered household-by-household prevention and control to specialized unified prevention and control, and from single-region prevention and control to inter-regional joint prevention and joint control.
⟦NL> The meeting analyzed and concluded that, affected by the El Nino event, it is expected that major pests and diseases of autumn grain crops this year will be more serious than last year. The meeting required that agricultural departments at all levels should base themselves on combating disasters to secure a bumper harvest, act quickly, vigorously implement all prevention and control measures, and go all out to achieve “snatching grain from the mouths of insects” to ensure a bumper harvest, reduce pesticide use and control harm, and save costs and increase efficiency in agriculture. First, strengthen organizational leadership. Elevate pest and disease prevention and control work to a government action, implement prevention and control responsibilities level by level, increase funding support, and ensure that prevention and control work is carried out vigorously and in an orderly manner. Second, strengthen monitoring and early warning. According to the occurrence patterns and damage characteristics of major pests and diseases of autumn grain crops, organize crop pest and disease forecasting network points, increase monitoring and investigation efforts, promptly grasp occurrence dynamics, and release early warning information in a timely manner to provide support for scientific prevention and control. Third, vigorously implement pesticide reduction and harm control. Relying on new agricultural business entities, pesticide production and operation enterprises, and specialized pest and disease prevention and control service organizations, strengthen agricultural-enterprise cooperation, jointly build demonstration bases integrating specialized unified prevention and control with green prevention and control, carry out technology integration, direct product sales, and guidance services, and deeply advance the action to achieve zero growth in pesticide use. Fourth, strengthen supervision and guidance. During the critical period of prevention and control of major pests and diseases, organize government cadres, technical personnel, and relevant experts to go deep into the front lines of production, carry out technical training and roving guidance, and ensure that prevention and control measures are implemented in place and prevention and control technologies are applied to the fields.
