Building a risk defense system for grain production brooks no delay

Driven by favorable national policies, agricultural operators who transfer land to engage in grain production have continued to emerge in recent years. Because grain procurement is supported by the national minimum purchase price policy, “growing grain means only profit, never loss” has become the consensus of many grain growers. However, once sudden severe weather occurs, any impact on grain quality will reduce returns and may even dampen growers' enthusiasm. This inevitably places higher demands on grain growers' level of agricultural science and technology, their ability to cope with natural disasters, and their ability to prevent and control market risks.

Even under the same weather conditions, some large grain growers still sold their grain at a good price this year. Xu Congxiang, a deputy to the National People's Congress and one of China's Top Ten Farmers, said that his grain was booked by brokers before it was even harvested. Although severe weather occurred just before harvest, field management measures were effective, so the grain kernels remained plump and sold well. This also shows that one must not only know how to grow grain, but also must grow good grain.

⟦NL> Because of the particular nature of grain production, natural disaster risks may have a major impact on it at any time. From planting seeds to harvesting and storing them, grain producers cannot relax this tension for a single moment. A risk-resistant defense system for the entire grain production process urgently needs to be established.

It is thought-provoking that on July 13, Anhui Province issued implementation opinions on the provincial governor's responsibility system for grain security. The document clearly states that the governor bears overall responsibility for the province's grain security, the provincial government bears the primary responsibility for safeguarding grain security, and municipal and county (including city and district) governments establish and improve a mayoral and county magistrate responsibility system for safeguarding grain security. It appears that under the new situation, how to safeguard grain security will become a topic jointly considered by everyone from a provincial governor down to grain farmers.
