The fundamental driving force behind the transformation of agricultural development is innovation.
Premier Li Keqiang of the State Council presided over an executive meeting of the State Council on the 22nd, deploying efforts to accelerate the transformation of agricultural development and take a path of safe, efficient and green development.
At present, China's agricultural development faces a very severe situation. The destruction of agricultural resources and the environment is serious, water is scarce and land is lacking, the quality of cultivated land is declining, and resource constraints are increasingly tightening. Add to this the extensive mode of agricultural production, excessive consumption of inputs, low resource utilization rates, and severe environmental pollution problems.
Therefore, focusing on transforming the way agricultural production, operation and resource utilization are carried out, increasing the sustainability of agricultural development, taking reform and innovation as the fundamental driving force of agricultural development, and promoting a shift from giving priority to quantity to placing equal emphasis on quantity, quality and efficiency, so as to take the path of efficient, safe and green development, has become the only way to advance agricultural modernization.
The executive meeting of the State Council put forward several points on transforming the agricultural development mode, which shows that the state attaches importance to food security, has also taken into account the economic benefits of farmers, and at the same time pays attention to the quality of the grain consumers buy from the market. Only when the interests of farmers, consumers and the state are all well safeguarded can agriculture develop sustainably and can food security be guaranteed.
⟦NL> First, in transforming the agricultural development mode, food security must always be placed first. As people's living standards improve, the demand for grain also keeps increasing. Although agricultural technology keeps advancing, due to the limited nature of land resources, the contradiction between grain supply and demand in China remains very prominent. The work related to “agriculture, rural areas and farmers” concerns the overall national situation and must be placed in a foundational position at all times, adhering to enhancing grain production capacity as the primary prerequisite.
Second, in transforming the agricultural development mode, the optimization and upgrading of the agricultural economic structure must be continuously promoted. The executive meeting of the State Council proposed improving the level of food security, promoting appropriately scaled operations, and optimizing the agricultural structure in line with market demand. At present, resources and the environment have become important constraints on agricultural economic development. The agricultural economy urgently needs to shift from extensive to intensive, continuously optimize the planting structure and the structure of agricultural products, and vigorously develop resource-saving and environment-friendly agriculture.
Third, in transforming the agricultural development mode, the shift must be made from factor-driven and input-driven growth to innovation-driven growth. The executive meeting of the State Council proposed taking reform and innovation as the fundamental driving force, respecting farmers' principal position as the basic guideline, encouraging the development of scaled planting and breeding, agricultural product processing and rural services, promoting integrated development of production, processing, logistics and marketing, and extending the value chain. As China's economy transforms, innovation has become an important driving force for economic development, and the same should be true in transforming the agricultural development mode.
Of course, transforming the agricultural development mode is a long process and cannot be accomplished overnight in a short period, so we also need sufficient patience and perseverance.
