Wang Guanghua Supervises and Researches Permanent Basic Farmland Delineation Work in Guizhou and Guangdong
From November 24 to 28, Wang Guanghua, member of the Party Leadership Group and Vice Minister of the Ministry of Land and Resources, led a joint supervision team of the Ministry of Land and Resources and the Ministry of Agriculture to Guizhou and Guangdong to carry out supervision and research on permanent basic farmland delineation work. During the research, Wang Guanghua emphasized that it is necessary to continuously study and grasp the spirit of the central authorities, constantly improve ideological understanding, implement the working approach of “promoting development through protection”, further strengthen organizational leadership, intensify work efforts, and complete the task of permanent basic farmland delineation on time and with quality.
Wang Guanghua and his delegation separately listened to introductions on the permanent basic farmland delineation work of the two provincial governments and relevant key cities, and conducted on-site research at delineation sites in Guiyang City of Guizhou Province, and Foshan City and Dongguan City of Guangdong Province. Mu Degui, member of the Standing Committee of the Guizhou Provincial Party Committee and Vice Governor, accompanied the research, and Wen Guohui, Vice Governor of Guangdong Province, attended the Guangdong supervision and research symposium.
Wang Guanghua pointed out that the permanent basic farmland delineation work in Guizhou and Guangdong provinces and relevant key cities has strong organizational deployment, solid foundational work, effective technical support, and prominent locally adapted characteristics, but problems still exist, such as insufficient ideological understanding and unsatisfactory delineation results, especially the relatively slow overall progress of work in some places. It is necessary to deeply study and grasp a series of new judgments and new requirements put forward by central leadership comrades under the new situation regarding farmland protection, especially permanent basic farmland delineation, fully understand the central authorities' intent in deploying permanent basic farmland delineation work, coordinate farmland protection, urban development and ecological construction, effectively implement responsibilities, strengthen organizational leadership and departmental collaboration, and ensure the quality and quantity of relevant work.
Wang Guanghua emphasized, first, it is necessary to accelerate the pace of delineation and ensure that the permanent basic farmland delineation work around key cities is completed before the end of this year, and that the work of “landing in households and mapping into databases” for permanent basic farmland in all provinces is fully completed before the end of next year. Second, it is necessary to ensure an increase in the quantity of basic farmland, improvement in quality and optimization of layout. It is necessary to base this on the strategic requirements of safeguarding national food security, new urbanization and ecological civilization construction, adhere to the unity of protection priority and reasonable reservation, reach the required delineation proportion in terms of quantity, include farmland with higher quality grades and fertility levels in terms of quality, and in terms of layout form, make the permanent basic farmland around cities after delineation more concentrated and contiguous, jointly form an urban ecological barrier with rivers, lakes, mountains, forests and so on, and form a physical boundary for urban development. Third, it is necessary to implement responsibilities and strengthen organizational leadership. Delineating basic farmland is an important responsibility of people's governments at all levels, an important part of the assessment of the government leaders' tenure target responsibility system and the assessment of the provincial governor responsibility system for food security, and has also been listed by the central authorities as an important part of departure audits. Governments at all levels must effectively strengthen organizational leadership, strengthen departmental collaboration, and complete the delineation task without compromise.
During the research, the leaders of the Guizhou and Guangdong provincial governments stated that they would further improve understanding, continue to strongly advance farmland and basic farmland protection work in accordance with central requirements and the deployments of the two ministries, ensure that it is grasped solidly and yields results, and complete all work tasks on time and with quality.
Responsible persons from relevant departments, bureaus and units of the Ministry of Land and Resources and the Ministry of Agriculture, as well as relevant responsible persons from the Wuhan Bureau and Guangzhou Bureau of the National Land Supervision, participated in the research.
