Focusing on “one control, two reductions, three basics” to win the battle against agricultural non-point source pollution

This network news On July 29, the Ministry of Agriculture convened the first meeting of the Agricultural Non-point Source Pollution Prevention and Control Promotion Working Group. Vice Minister of Agriculture Yu Xinrong emphasized that to accelerate the transformation of agricultural development modes and advance agricultural ecological environmental protection and governance, the most urgent task at present is to focus on the goal of “one control, two reductions, three basics” and effectively win the battle against agricultural non-point source pollution. All units must make agricultural non-point source pollution prevention and control a top priority and truly grasp it firmly, implement it solidly, and do it well.
Yu Xinrong pointed out that not long ago the Ministry of Agriculture held the National On-site Meeting on Accelerating the Transformation of Agricultural Development Modes and the National Conference on Agricultural Ecological Environmental Protection and Governance in Sichuan, which has milestone significance in the new stage of China's agricultural development. At present, the Ministry of Agriculture, together with relevant departments, has successively issued the National Agricultural Sustainable Development Plan, the Overall Plan for Tackling Prominent Agricultural Environmental Problems, and the Implementation Opinions on Winning the Battle against Agricultural Non-point Source Pollution. The two plans and one set of opinions have basically clarified the ideas, goals, and key tasks of agricultural non-point source pollution prevention and control. The fundamental point is “one control, two reductions, three basics”, namely strictly controlling the total amount of agricultural water use, reducing the use of chemical fertilizers and pesticides, and achieving the basic resource utilization of livestock and poultry manure, crop straw, and agricultural film.
Yu Xinrong pointed out that effective measures must be taken, implementation must be grasped firmly, and every effort must be made to win the battle against agricultural non-point source pollution.First, grasp leadership and form a work synergy. Agricultural non-point source pollution prevention and control is a systematic project. The promotion working group must cooperate in a coordinated way and form a strong work synergy through establishing a meeting system, a research system, and an information reporting system.Second, set plans and do a good job in pilot demonstrations. Research must be strengthened, and plans and work schemes must be formed in all six aspects of “one control, two reductions, three basics”; pilot demonstrations are an important lever and main form for advancing agricultural non-point source pollution prevention and control. Pilot demonstrations must be carried out for all aspects of “one control, two reductions, three basics”, on-site meetings must be held well, and by summarizing typical cases, good experience must be learnable, referable, and replicable.Third, grasp policies and establish long-term mechanisms. Agricultural non-point source pollution prevention and control is both a short-term battle and a long-term requirement. Agricultural ecological environmental protection is more reflected in ecological benefits and social benefits, so efforts must be made and work must be done in policy creation, and the ecological compensation system must be gradually improved.Fourth, grasp supervision and promote the implementation of tasks. Supervision must be effectively carried out, and scheduling, coordination, and upward and downward communication must be done well; agricultural non-point source pollution prevention and control must be included in the Ministry of Agriculture's extended performance assessment management matters. Accounts must be settled at the end of the year, and results must be seen.
Yu Xinrong emphasized that agricultural non-point source pollution control is a concrete action to implement the major decisions of the Party Central Committee and the State Council on building an ecological civilization, promoting green development, and transforming agricultural development modes and adjusting structure. Members of the working group must earnestly perform their duties, pioneer and innovate, advance in coordination, overcome difficulties, and strive to bring agricultural non-point source pollution prevention and control to a new level and achieve new breakthroughs.
Vice Minister of Agriculture Zhang Taolin presided over the meeting. Chief Animal Husbandry Specialist of the Ministry of Agriculture Wang Zhicai and representative comrades from 11 relevant departments and directly affiliated units of the Agricultural Non-point Source Pollution Prevention and Control Promotion Working Group attended the meeting.
