Why do violent conflicts frequently occur over rural land expropriation?
On the afternoon of July 24, a large-scale armed brawl occurred in Liudian Village, Dianzi Town, Ju County, Rizhao City, Shandong Province, and the scene was bloody and brutal. Local villagers said the incident happened because of land expropriation issues. The local police station confirmed that about 50 people from each side were involved in the conflict, namely villagers from Liudian Village and the village officials and their relatives, and the conflict arose over land issues. With the development of industrialization, urbanization and modernization, rural land expropriation has become increasingly common, and the various contradictions triggered by land expropriation have also become increasingly prominent. How to effectively solve the various problems caused in the process of land expropriation concerns not only the vital interests of farmers, but also the peace and stability of a region.
Why do violent incidents occur frequently in the process of land expropriation? The author believes that, on the one hand, it stems from the fact that our village officials do not pay attention to working methods and approaches in the process of land expropriation, and their attitude and words in handling matters are not appropriate enough, thus creating an impact; on the other hand, it also lies in the fact that our land compensation mechanism is not sound, the compensation standards are unreasonable, farmers are dissatisfied with the land compensation standards, and some farmers do not receive the full amount of compensation, and so on. All these reasons are triggers for the occurrence of violent incidents.
Land is the "lifeblood" of farmers, and how to properly solve all kinds of problems in the process of rural land expropriation is of great importance. Violent incidents and mass petition incidents triggered by land expropriation emerge one after another. Therefore, we have to attach great importance to the issue of rural land expropriation.
First, it is necessary to intensify the publicity of land laws and regulations. The government's use of land according to law is endowed by law, and its ultimate purpose is to satisfy the people's ever-growing material and cultural needs. Therefore, we farmers should keep the overall situation in mind and, at critical moments, understand how to sacrifice the small family for the larger family.
Second, in the process of handling land expropriation, attention should be paid to methods and approaches. Grassroots village officials should not handle specific issues in rural land expropriation in a simple and crude way, but should pay attention to methods and approaches, communicate and coordinate more with the masses, and explain policies and reason more to the masses, so as to obtain the masses' understanding and support.
Third, it is necessary to further improve the relevant land expropriation compensation mechanism. On the premise of complying with the law, raise land compensation standards and truly benefit the people. Formulate unified land expropriation compensation standards, such as implementing comprehensive land prices by area, and applying the same compensation standard for the same area and the same category, so as to avoid honest people suffering losses and also eliminate farmers' irrational psychology of comparison, reducing contradictions caused by land expropriation to the lowest possible limit. At the same time, for cases where land expropriation compensation standards are illegal, compensation is not in place, or land expropriation funds are even intercepted and misappropriated, they must be accepted according to law, and contradictions should be resolved at the grassroots level.
