Ministry of Agriculture designates 107 counties and cities to carry out agricultural product quality and safety creation
On August 4, the Ministry of Agriculture announced the list of 103 national agricultural product quality and safety counties and 4 national agricultural product quality and safety cities as pilot creation units, along with supporting management measures. It is understood that in November 2014, the national on-site meeting on tackling “dining table pollution” deployed and launched the national agricultural product quality and safety county creation activity. Various localities actively carried out creation work. On the basis of strict assessment, solicitation of opinions and public announcement, and after deliberation by the executive meeting of the Ministry of Agriculture, the list of national agricultural product quality and safety county (city) pilot creation units was determined. These pilot creation units are mainly counties that are major producers of “shopping basket” products, covering 31 provinces (regions, municipalities) nationwide and the Xinjiang Production and Construction Corps.
The overall approach of the Ministry of Agriculture in carrying out the national agricultural product quality and safety county creation activity is to focus on counties that are major producers of “shopping basket” products, promote both “production” and “management”, push localities to fulfill their territorial management responsibilities, explore and establish effective regulatory models, and use points to drive broader areas so as to comprehensively improve the capacity and level of agricultural product quality and safety supervision. In terms of creation content, it mainly revolves around 8 aspects, including input supervision, standardized production, cracking down on illegal and non-compliant acts, regulatory system development, and institutional and mechanism innovation, highlighting responsibility implementation, whole-process supervision, capacity improvement and social co-governance. In terms of creation method, it is determined according to the approach of national standards setting, county creation, provincial evaluation, and ministry announcement after soliciting opinions. In terms of assessment and evaluation, it consists of three parts: work assessment, quality and safety level and public satisfaction, introducing a third-party evaluation mechanism, letting data speak and letting the public have the final say. In terms of schedule, it adheres to piloting first and then rolling out comprehensively. At the initial stage of the activity, a two-year pilot period was set, and national agricultural product quality and safety county pilot creation units were designated.
In order to strengthen the management of agricultural product quality and safety counties, the Ministry of Agriculture simultaneously issued the Interim Measures for the Management of National Agricultural Product Quality and Safety Counties (Interim), further standardizing work procedures such as creation, application, assessment, naming and supervision and management of quality and safety counties, establishing a “regular assessment and dynamic management” working mechanism, carrying out supervision and inspection from time to time, conducting an assessment every 2-3 years, setting up a reporting hotline, encouraging public supervision, and clarifying five circumstances for rectification and seven circumstances for revocation of the title, so as to ensure that quality and safety counties are widely recognized and truly solid.

In accordance with the requirements of the Plan for the National Agricultural Product Quality and Safety County Creation Activity and the Assessment Measures for National Agricultural Product Quality and Safety Counties, localities actively carried out quality and safety county creation activities. On the basis of strict assessment, solicitation of opinions and public announcement, and after deliberation by the 6th executive meeting of the Ministry of Agriculture, 103 counties including Fangshan District and 4 cities including Weihai City are hereby designated as “National Agricultural Product Quality and Safety County (City)” pilot creation units. The specific list is shown in the attachment.
The people's governments of each pilot creation unit shall further intensify creation efforts, fulfill territorial management responsibilities, strive to explore effective quality and safety supervision mechanisms and models, and effectively improve the capacity and level of agricultural product quality and safety supervision so as to satisfy the public. It is necessary to consolidate and develop the existing creation achievements, set an example for grassroots agricultural product quality and safety work, and give full play to the leading and driving role.
The agricultural administrative departments of all provinces (regions, municipalities) shall increase support for the pilot creation units of quality and safety counties (cities) and promote the continuous and in-depth development of creation work. It is necessary to strengthen the summary and promotion of typical experiences and practices of pilot creation units, promote overall improvement, and ensure the “safety on the tip of the tongue” of the broad masses of the people. In accordance with the requirements of the Measures for the Management of National Agricultural Product Quality and Safety Counties (Interim), it is necessary to further strengthen the supervision and management of pilot creation units, strictly carry out regular assessments and supervision and inspections, and implement dynamic management. It is encouraged to organize and carry out quality and safety creation work at different levels and in different steps, forming a good creation atmosphere.
