Sinograin rolls out a combination of measures to ensure the safety of grain stored outside directly affiliated depots
To ensure the safety of grain under central government authority, since the beginning of this year Sinograin has adopted a combination of heavy punches including systematic risk assessment, strengthened supervision methods, and an increased proportion of self-storage, using multiple measures to prevent and control the risks of grain stored outside depots.
According to national policy provisions, in the implementation of the state minimum purchase price and temporary storage policies, a system is adopted under which Sinograin is the main body responsible for policy implementation and entrusts collection and storage; the entrusted collection and storage depot sites are jointly determined by the Sinograin branch company, the provincial-level grain administrative department, and the provincial branch of the Agricultural Development Bank. When the warehouse capacity of entrusted collection and storage depot sites is insufficient or their layout cannot meet farmers' grain-selling needs, Sinograin resolves this through methods such as leasing social warehouse capacity. On August 19, a relevant official of Sinograin's head office told reporters that as the volume of market-supporting temporary storage procurement has risen sharply, the central-government-authority grain inventory supervised by Sinograin has reached a historic high. At present, 87% of market-supporting temporary storage grain is entrusted, leased, and stored in more than 11,000 depot sites of local enterprises and private enterprises; the grain stored outside Sinograin's directly affiliated depots is large in volume, numerous in sites, and concentrated in risk. To safeguard the safety of stored grain, Sinograin's head office has made strengthening the management of grain stored outside depots a top priority and has further strengthened its supervision methods for grain stored outside depots. In accordance with the "three-party joint management" requirements of the Sinograin branch company, the provincial-level grain administrative department, and the provincial branch of the Agricultural Development Bank, it has fully implemented a dynamic management system of on-site depot supervision for entrusted collection and storage depot sites, and strictly implements the "self-collection, self-storage, self-management" system for existing Sinograin leased depot sites; for policy-based collection and storage it implements standardized operations throughout the entire process, resolutely implementing the unified procurement card, direct bank-enterprise connection, one-form-one-public-notice, and mandatory investigation of reports systems; for grain storage sites outside depots it implements remote video monitoring, actively advances technological prevention upgrades, and strives for 90% of grain storage sites outside depots to meet standards by the end of this year, with branch companies and directly affiliated depots conducting regular inspections of entrusted and leased sites; for central-government-authority grain stored at entrusted and leased depot sites, it actively carries out notarization of grain rights and solidifies measures to protect grain in accordance with the law.
A relevant official of Sinograin's head office said that recently Sinograin's head office dispatched 14 inspection teams to conduct special inspections of policy-based grain inventory, policy implementation, and other conditions at entrusted and leased depot sites across the entire system. From the inspection results, the quantity and quality of central-government-authority grain at entrusted and leased depot sites were normal, but the problem of weak management foundations at some entrusted and leased depot sites was relatively prominent; the inspections found a total of 339 problems, for which Sinograin's head office has separately issued rectification opinions and tracked and implemented the rectification situation. Sinograin's head office plans to organize personnel in September-October this year to comprehensively carry out supervision and inspection of the quantity and quality of central-government-authority grain and oil.
