Comprehensive upgrade of the scientific and technological level of agricultural product processing, deep implementation of the innovation-driven strategy
On December 2, the National Agricultural Product Processing Science and Technology Innovation Promotion Event and the Agricultural Product Processing Technology Achievement Fair were held in Jinan, Shandong. The purpose of this event is to fully implement the spirit of the Fifth Plenary Session of the 18th CPC Central Committee, firmly establish and earnestly carry out the new development concepts of innovation, coordination, green, openness and sharing, deeply implement the innovation-driven development strategy, vigorously advance scientific and technological innovation and promotion in agricultural product processing, and continuously open up new horizons for the development of China's agricultural product processing industry.
Zong Jinyao, Director of the Agricultural Product Processing Bureau of the Ministry of Agriculture, stated that strengthening scientific and technological innovation and promotion in agricultural product processing is an important measure for implementing the national innovation-driven development strategy, an objective requirement for promoting “mass entrepreneurship and innovation”, an important support for promoting industrial transformation and development, and an important force for advancing the integrated development of the primary, secondary and tertiary industries. Only by relying on innovation-driven development can advanced technologies represented by “big data” and “Internet Plus” be guided to penetrate and integrate into agriculture, extend the industrial chain, value chain and benefit chain, drive more new types of agricultural business entities and farming households to share in the value-added benefits of the value chain, and accelerate the formation of a new pattern in which the agricultural product processing industry leads the integrated development of the primary, secondary and tertiary industries in rural areas.
The meeting emphasized that developing the agricultural product processing industry requires further strengthening and improving the national agricultural product processing technology research and development system, and accelerating the construction of an innovation system that organically combines “industry, academia, research, extension and application”. It is necessary to adhere to a problem-oriented approach and achieve major breakthroughs in basic theories and key common technologies and equipment for primary processing, deep processing and comprehensive utilization of by-products of agricultural products. It is necessary to build collaborative innovation platforms for science and enterprise, and vigorously promote the transformation, popularization and application of scientific and technological achievements in agricultural product processing. It is necessary to adhere to promoting innovation and talent cultivation simultaneously, gather and cultivate talent through scientific and technological innovation, strengthen the cultivation of four types of talent including scientific and technological innovation and promotion talent, management talent, vocational skills talent, and entrepreneurs and innovation and entrepreneurship leaders, and accelerate the building of a large, well-structured, high-quality and practice-oriented talent team for the agricultural product processing industry.
It is understood that during the event, the top ten scientific and technological innovation and promotion achievements in agricultural product processing for 2015 were released, the construction achievements of the national agricultural product processing technology research and development system during the “12th Five-Year Plan” period were introduced, experts were invited to give special reports on the industrialization of traditional Chinese food and the development trends of agricultural product processing equipment, and on-site matchmaking was carried out for grain and oil processing, fruit and vegetable processing, livestock product processing and aquatic product processing technologies. An agricultural product processing technology achievement fair was held concurrently during the event, with 929 research institutions and enterprises exhibiting scientific and technological achievements, products and equipment. On the opening day of the fair, 84 technology cooperation intentions were reached, and the amount of technology achievement transfers reached 190 million yuan. In addition, to strengthen the effectiveness of science-enterprise matchmaking, the event adopted a synchronous online and offline matchmaking approach to enhance the transformation of technological achievements. Through the online platform, 1,340 mature technological achievements and 855 enterprise technology needs were collected, 331 technology projects were matched between enterprises and research institutions through the online platform, and the agreed transfer amount reached 286 million yuan.
