Han Changfu: Carry out policy innovation effectively with strict requirements and a solid work style

This website news On August 21, the Ministry of Agriculture held a symposium on agricultural policy creation, listened to opinions and suggestions on strengthening agricultural policy creation, and conducted supervision and inspection of agricultural policy creation. Minister of Agriculture Han Changfu emphasized that it is necessary to fully understand the importance and urgency of strengthening agricultural policy creation, further clarify the direction and focus of policy creation, actively carry out policy creation with strict requirements and a solid work style, strive to pioneer and innovate, intensify coordination, successfully achieve work goals, and make new contributions to the development of agricultural and rural economy next year and during the 13th Five-Year Plan.
Han Changfu pointed out that in recent years the agricultural situation has been good, and the key lies in good policies, hard work by the people, and favorable weather, with policy deserving the first credit. The fundamental reason for now specifically studying agricultural policy creation is that the internal and external environment for agricultural and rural economic development has undergone profound changes. First, downward pressure on the economy has increased, national fiscal revenue growth has slowed, the idea of relaxing agriculture has resurfaced somewhat, and there is an urgent need to consolidate and improve policies that strengthen agriculture and benefit farmers. Second, to achieve the goal of “stabilizing grain, increasing income, adjusting structure, improving quality, increasing efficiency, and transforming the development mode” and to take the path of modern agricultural development featuring efficient output, safe products, resource conservation, and environmental friendliness, there is an urgent need to create new policies in keeping with the times. Third, in the new situation and new stage, the methods of agricultural work have changed greatly. Developing modern agriculture under market economy conditions requires us to transform our methods of guidance, promotion, support, and evaluation, further streamline administration and delegate power, rely on market forces, and by improving laws and formulating policies, especially inclusive policies, guide and motivate market entities and stimulate their enthusiasm and creativity.
Han Changfu emphasized that policy creation should be carried out around three aspects: developing grain production, transforming the development mode and adjusting structure, and increasing farmers' income. In developing grain production, policy creation is the key. In the future, grain production must place equal emphasis on quantity, quality, and efficiency. Stabilize output and ensure “basic self-sufficiency in grains and absolute security of staple food rations”; consolidate production capacity and achieve storing grain in the land and storing grain in technology; transform the development mode and promote green production and circular development. All of these require supporting related policies. In transforming the development mode and adjusting structure, policy creation is the support. To achieve the matching of grain, economic crops, and feed, the integration of agriculture, animal husbandry, and fisheries, and the integrated development of the primary, secondary, and tertiary industries, and to achieve one control, two reductions, and three basics, it is necessary to research and issue a batch of supporting support policies as soon as possible. In increasing farmers' income, policy creation is the guarantee. It is necessary to plan ahead, further intensify policy creation, and strive to form a policy support system for farmers' income.
Han Changfu required that policy creation should be carried out around “stabilizing grain, increasing income, adjusting structure, improving quality, increasing efficiency, and transforming the development mode,” with efforts focused on the following aspects. First, subsidy policy. The overall direction is to stabilize the total amount, enlarge the increment, highlight key points, and clarify direction, mainly to solve the issue of the enthusiasm of farmers and main production areas. Second, investment policy. The focus is to enlarge the total investment, optimize the investment structure, focus on central government responsibilities, focus on main production areas and bulk agricultural products, and focus on solving the issue of building agricultural productivity. Third, price policy. It is necessary to adhere to the direction of market-oriented reform and improve the price formation mechanism for agricultural products. Fourth, science and technology policy. The key is to intensify reform and innovation in the organization methods, collaboration models, and incentive evaluation of agricultural scientific research, fully mobilize the enthusiasm and creativity of scientific researchers, and promote close integration of science and technology with production. Fifth, financial policy. It is necessary to establish an agricultural credit guarantee system and strive to achieve full coverage within 3 years. Expand the scope of collateral and carry out pilot projects such as mortgage guarantee loans using land contracted management rights and mortgage guarantee transfers of farmers' housing property rights. Improve agricultural insurance policy and expand the coverage of agricultural insurance. Sixth, trade policy. It is necessary to make coordinated use of both markets and both resources, do a good job in import and export regulation, and achieve both relaxation and control, ensuring both supply and ecology while also protecting industry and protecting farmers.
⟦NL> Han Changfu pointed out that this year's policy creation concerns the overall situation of agricultural and rural economy next year. It is necessary to clarify the division of responsibilities, with lead units and specific responsible persons each fulfilling their own responsibilities, strengthen external coordination and communication and cooperation, and form synergy. It is necessary to strengthen investigation and research, propose practical policy measures and implementation plans, and ensure that policies are solid and useful. It is necessary to encourage innovation, broaden thinking, widely solicit suggestions, and let young comrades actively participate in policy creation. It is necessary to intensify coordination, proactively go out and seek support from various departments. It is necessary to actively guide public opinion, make full use of various publicity media, invite experts to provide scientific interpretations of related issues, and create a good public opinion atmosphere for agricultural and rural economic development.
The meeting was chaired by Vice Minister of Agriculture Yu Xinrong, and relevant departments and bureaus of the ministry reported and exchanged suggestions on agricultural policy creation. All ministry leaders, and main responsible comrades of all departments and bureaus of the ministry, dispatched units, and directly affiliated units attended the symposium.
