Crop cultivation must adhere to the conditions; one must not pull up seedlings to help them grow.
The pilot program for mortgage loans on the "two rights" has drawn attention from both urban and rural society, and all localities have a strong desire for reform. However, the complex legal issues and potential risk pressures of rural land system reform determine the strict conditions for selecting pilot areas. "Creating conditions even when there are none" is unworkable.
According to the guidance, pilot areas should at least meet conditions in three aspects: a high rate of confirmation, registration and certification of rural land contractual management rights, homestead use rights and farmers' housing ownership; a sound rural property rights transfer and trading market with open and standardized trading practices, and a relatively good foundation and supporting conditions; farmers have a relatively strong willingness to transfer land, moderate-scale agricultural operation has good momentum, and there are economies of scale; and the rural credit environment is relatively good, with relatively sound supporting policies.
⟦NL> In areas with these three basic conditions, many tasks can fall into place naturally. The transfer rate of rural contracted land is high, and farmers' livelihoods and social security depend relatively lightly on contracted land; the vacancy and idle rate of rural homesteads is also relatively high, and many rural residents have participated well in urbanization, so if default occurs, financial institutions disposing of collateral is unlikely to trigger social risks. In these areas, the rural credit environment is relatively good, and people's credit levels are crucial to preventing financial risks.
According to the guidance, the pilot program for mortgage loans on the "two rights" takes county, city and district administrative regions as units and should be carried out as much as possible in rural reform pilot zones, modern agriculture demonstration zones and pilot areas for homestead system reform. In this way, the areas are not too large and will not bloom everywhere, which is more conducive to closed operation and risk prevention and control.
