Only when pro-farmer policies are publicized to every household can farmers truly benefit

Nowadays, farmers are already very familiar with the grain subsidy policy, but when it comes to pro-farmer policies for vegetables, aquaculture, livestock and poultry, forestry and fruit, and agricultural product processing, they either have only a partial understanding or have never even heard of them. This is because these subsidy policies require a certain scale of production and investment in production facilities, and involve procedures such as application and acceptance inspection. Some farmers find it too troublesome and simply give up applying, while others let officials “push them around” and accept whatever amount they are given. Because farmers lack a systematic and comprehensive understanding and grasp of pro-farmer policies, the subsidy funds they deserve are sometimes difficult to deliver in full, harming the interests of the farming masses.

Not publicizing, not popularizing, and even deliberately hiding pro-farmer policies is related to the dishonest work style of relevant departments and grassroots officials. Some officials fear the trouble and do not want to publicize them; some believe that since money is being “handed out” to farmers and they themselves get no “benefit” from it, they are unwilling to publicize them. This not only prevents farmers from enjoying the benefits of national policies, but also deprives the masses of the “imperial sword” of “having the policy in hand” for oversight.

Pro-farmer subsidy funds have already expanded to various fields such as agricultural production, processing, sales, and circulation. The great variety of subsidy items and the large amount of supporting funds invested are a blessing for farmers and a fortune for agriculture. Doing everything possible to publicize and popularize the country's pro-farmer policies to thousands of households, so that the broad masses of farmers know them well, is the support and guarantee for the hundreds of millions of farmers to start businesses, get rich, and strive for a moderately prosperous life, and is the due responsibility and obligation of Party committees and governments at all levels. The most practical and effective method is to take counties or townships as units, compile the pro-farmer subsidy policies involving the national, provincial, municipal, and county levels into a booklet, and distribute it to every farming household. What pro-farmer policies are there? How much is each subsidy? What procedures are required? What are the standards and requirements? Which department should be applied to? With one pro-farmer policy booklet in hand, farmers can know everything they should know. Farmers can not only “start businesses according to the book” but also “conduct oversight according to the book.”
