This website news: Since the beginning of this year, in accordance with the deployment and requirements of the Party Central Committee and the State Council on strengthening ecological civilization construction and accelerating the transformation of agricultural development modes, the Ministry of Agriculture has, centering on the “one control, two reductions, three basics” goal, deeply advanced agricultural non-point source pollution prevention and control work. At the beginning of this year, the Ministry of Agriculture, together with the National Development and Reform Commission and other departments, successively issued the "Master Plan for Tackling Prominent Agricultural Environmental Problems (2014-2018)" and the "National Agricultural Sustainable Development Plan (2015-2030)", printed and distributed the "Implementation Opinions of the Ministry of Agriculture on Fighting the Battle Against Agricultural Non-Point Source Pollution", and successively held the National On-Site Meeting on Accelerating the Transformation of Agricultural Development Modes, among others. At the same time, it established the Agricultural Non-Point Source Pollution Prevention and Control Promotion Working Group, comprehensively deployed and mobilized the key work for the period ahead, and pushed agricultural departments at all levels to put all tasks into practice.

Enhancing monitoring and early warning capabilities. A national agricultural non-point source pollution monitoring network has been initially established, consisting of 273 fixed monitoring points for farmland nitrogen and phosphorus loss, 210 fixed monitoring points for farmland plastic film residue, 25 fixed monitoring points for livestock and poultry breeding waste emissions, and 20,000 farmland survey points, continuously advancing the regularized and institutionalized operation of agricultural non-point source pollution monitoring.

Implementing the zero-growth action for chemical fertilizers and pesticides. At the beginning of 2015, the zero-growth action for chemical fertilizer and pesticide use was launched; soil testing and formulated fertilization technology was comprehensively popularized, with a promotion area reaching 1.4 billion mu; green prevention and control was deeply implemented, 150 national-level green prevention and control demonstration zones were established, and 33 highly toxic pesticides were successively phased out; pilot construction for the integrated promotion of specialized unified prevention and control of crop diseases and pests with green prevention and control was carried out, and 218 demonstration bases were established.

Advancing pollution prevention and control in livestock and poultry breeding. The standardization of livestock and poultry breeding was accelerated, with 3,397 standardized demonstration farms created; 180 million yuan in central financial funds was allocated to implement pilot projects for the comprehensive utilization of livestock and poultry breeding waste in 9 provinces and municipalities; rural biogas projects were developed according to local conditions, enhancing the capacity to treat manure and sewage from rural breeding.

Carrying out comprehensive utilization of crop straw. Comprehensive straw utilization projects were implemented, carrying out work in areas such as straw returning to fields, straw feeding of livestock, straw biogas, straw as a substitute for wood, and straw carbonization; the construction of a town-level full-quantity straw utilization demonstration zone in the Beijing-Tianjin-Hebei region was launched, accelerating the scaled and industrialized development of straw utilization.

Treating residual plastic film pollution in farmland. Promoting the revision of plastic film standards to solve the problems of residual film being easily broken and difficult to recycle; in 2015, the central government invested 160 million yuan to implement plastic film recycling and utilization demonstrations in 7 provinces and regions (corps) including Xinjiang and Gansu, adding about 46,000 tons of residual film processing capacity and about 12.12 million mu of plastic film recycling area; comparative experiments on degradable plastic film were launched in 11 key provinces to screen degradable plastic film with good application results for demonstration and promotion.

Advancing the construction of comprehensive agricultural environment governance demonstrations. A modern ecological circular agriculture typical driving system has been formed, consisting of 2 pilot provinces for ecological circular agriculture, 10 circular agriculture demonstration cities, 283 national modern agriculture demonstration zones, 1,100 beautiful villages, and several ecological agriculture demonstration bases; in 4 key river basins and important drinking water source protection areas, and 2 counties, demonstrations for the comprehensive prevention and control of livestock and poultry breeding waste and agricultural nitrogen and phosphorus pollution were implemented, actively exploring effective mechanisms for the prevention and control of agricultural non-point source pollution in river basins.

Next, the Ministry of Agriculture will unswervingly implement the new development concepts of innovation, coordination, green, openness, and sharing proposed at the Fifth Plenary Session of the 18th CPC Central Committee, base itself on the present while looking to the long term, and focus on doing well the five “strengthenings” and five “increases”, namely strengthening top-level design and increasing the intensity of plan implementation, strengthening legal promotion and increasing supervision and law enforcement, strengthening financial guarantees and increasing social participation, strengthening monitoring and early warning and increasing scientific and technological support, strengthening policy creation and increasing supervision and assessment, taking multiple measures simultaneously, and vigorously pursuing implementation, to ensure that agricultural non-point source pollution prevention and control work achieves new breakthroughs and reaches new heights.
