China News Service, December 7 - Yang Shaopin, a member of the Party Leadership Group of the Ministry of Agriculture, said today that at present, the agricultural reclamation system has a total of 288 border farms, which have become an important barrier for the state in safeguarding border security, prospering the border economy, promoting ethnic unity, and countering terrorism, combating drugs, and preventing the intrusion of foreign animal diseases and invasive species.
The State Council Information Office held a press conference today. Yang Shaopin, a member of the Party Leadership Group of the Ministry of Agriculture, briefed attendees on the "Opinions on Further Advancing the Reform and Development of Agricultural Reclamation" (hereinafter referred to as the "Opinions") as well as related matters concerning the reform and development of agricultural reclamation in the new period, and answered questions from journalists.
Yang Shaopin said that over the past more than 60 years, agricultural reclamation has made important contributions to safeguarding the country's food security, supporting national construction, and maintaining border stability. Whether in the arduous years of developing the Great Northern Wilderness, pushing into the Gobi Desert, and opening up rubber plantations, or in the face of severe challenges to defending national sovereignty and territorial integrity, whether at the urgent moment of the SARS outbreak or in the face of the severe natural disaster of the Wenchuan earthquake in Sichuan, agricultural reclamation has resolutely fulfilled the historical mission assigned by the state, successfully completed important national tasks, and played a fully deserved role as a national team.
Yang Shaopin stated that in the new period, agricultural reclamation, as the backbone and representative of the national economy, is an important force for advancing a new type of agricultural modernization with Chinese characteristics, an indispensable important component of the agricultural system with Chinese characteristics, and must also undertake an even more important historical mission. Regarding what role agricultural reclamation should play under the new situation and where it should be positioned, this "Opinions" positions it in four aspects:
First, it is a national team for safeguarding national food security and the effective supply of important agricultural products. Agricultural reclamation takes agriculture as its foundation, establishes a group of large-scale agricultural product production bases with internationally advanced levels and modern agricultural enterprise groups with international competitiveness, fully leverages its advantages of large-scale operation, market orientation, and a high degree of organization, and strives to make new contributions to ensuring the effective supply of national grain and important agricultural products.
Second, it is a demonstration zone for a new type of agricultural modernization with Chinese characteristics. Not only does the modern agricultural construction of agricultural reclamation lead the country, but through a series of forms such as window displays, scientific and technological services, cross-regional operations, land trusteeship, contracted cultivation, planting, and harvesting, and joint development between reclamation areas and local areas, it also demonstrates and drives the development of modern agriculture in surrounding rural areas. At present, agricultural reclamation has created more than 600 modern agriculture demonstration zones of various types, provides agricultural machinery operation services to surrounding rural areas covering more than 60 million mu per year, and has trained more than 2 million person-times of various personnel. Agricultural reclamation supplies about 28.5% of the country's improved seeds.
Third, it is a vanguard in foreign agricultural cooperation. Since the 1950s, agricultural reclamation has undertaken the state's foreign aid tasks in agriculture. Since the 1990s, it has begun actively exploring international agricultural cooperation with enterprises as the main body, with scale continuously expanding, fields continuously broadening, and forms becoming more diverse. At present, 23 reclamation areas across the country have established 113 overseas enterprises and development projects in 42 countries, making important contributions to serving the country's diplomatic strategy and achieving bilateral and multilateral mutual benefit, mutual gain, and mutual advantage.
Fourth, it is a stabilizer for securing the border and consolidating the frontier. Since its founding, agricultural reclamation has undertaken the unique role of building the frontier, defending the territory, promoting ethnic unity, and safeguarding unification. At present, agricultural reclamation has a total of 288 border farms, which have become an important barrier for the state in safeguarding border security, prospering the border economy, promoting ethnic unity, and countering terrorism, combating drugs, and preventing the intrusion of foreign animal diseases and invasive species.
