As the saying goes, the 15th day of the seventh month determines drought or flood, and the 15th day of the eighth month determines the harvest. At present, we are in the critical period for autumn grain yield formation and the decisive stage of field management. The Ministry of Agriculture convened a meeting to make special arrangements for late-stage autumn grain management. Vice Minister of Agriculture Yu Xinrong emphasized that all localities must remain unwavering in their goal of stabilizing grain output and increasing incomes, must not slacken in their determination to fight disasters and secure a bumper harvest, must step up their efforts, strengthen guidance and services, and effectively implement all measures for disaster prevention and reduction, stable output and increased yields, going all out to secure a good harvest of autumn grain and grain for the whole year.

Yu Xinrong pointed out that autumn grain accounts for the largest share of annual grain production. This year, the planted area of autumn grain has increased steadily. Although the growing period was affected by disasters such as excessive rain and flooding in the south and drought in some parts of the north, scientific and well-organized disaster response and active and effective relief efforts in all localities minimized disaster losses to the greatest extent possible. At present, autumn grain crops such as rice and corn are generally growing normally, laying a good foundation for securing a bumper harvest.

Yu Xinrong emphasized that there is still about one month before the large-scale harvest of autumn grain, and there are still many hurdles to clear, including pests and diseases, floods, drought, early frost, and cold dew wind. All localities must firmly establish the mindset of fighting disasters to secure a bumper harvest, promptly and effectively carry out late-stage field management, and ensure that as long as autumn grain is not yet in hand, management is not relaxed for a single day.

First, go all out to carry out disaster prevention and reduction. In response to the possible occurrence of low-temperature overcast rain and cold dew wind in the south in autumn and the possible advance of the first frost in the Northeast region due to the strong El Nino, it is necessary to strengthen contact with meteorological departments, closely monitor major weather changes, improve emergency response plans as early as possible, and issue early warning information in a timely manner to ensure that all disaster prevention measures are put in place.

Second, go all out to carry out pest and disease prevention and control. Autumn grain production still faces threats from rice blast, the “two migrations” pests of rice, corn armyworm, and other pests and diseases. It is necessary to give full play to the role of socialized plant protection service organizations, vigorously promote unified prevention and control, and improve control effectiveness. For severely affected areas, implement joint prevention and joint control, resolutely curb the outbreak and spread of pests and diseases, and achieve “snatching grain from the mouths of insects.”

Third, go all out to carry out technical guidance. Organize government officials and technical personnel to go deep into the front lines of production to provide guidance and services. Give full play to the radiating and driving role of demonstration plots for high-yield creation and green yield increase model research, take the lead in implementing key technologies for disaster prevention and reduction and stable output and increased yields, and demonstrate and drive balanced yield increases over large areas.

Fourth, go all out to carry out agricultural machinery preparations. Extensively mobilize agricultural machinery technicians to go into villages and households to guide machinery operators in adjusting, inspecting, and repairing operation equipment. Do a good job in agricultural machinery allocation, organize timely rush harvesting and cross-regional machine harvesting, accelerate harvest progress, improve harvest quality, and ensure that every grain is returned to the granary.
