It is learned from the National Development and Reform Commission that China's grain output has increased for many consecutive years, but the regional distribution of production, sales and storage points is uneven, and the transport task, especially the task of relocating state policy grain, is very arduous. In response to this problem, the National Development and Reform Commission recently issued a notice to deploy grain transfer work with five major measures.

First, coordination of grain transfer work must be strengthened. The National Development and Reform Commission, the Ministry of Transport, the Ministry of Finance, the National Grain Administration, China Railway Corporation and Sinograin jointly established a grain transfer coordination mechanism to comprehensively draft a comprehensive work plan and policy measures to ensure grain transfer, and to coordinate and resolve major problems that arise.

Second, transport capacity allocation and consolidation, loading and unloading work must be done well. The notice requires that transport departments and enterprises must always treat grain as a key material, overcome difficulties, and organize carefully. In transport capacity arrangements, priority must be given to meeting grain transport needs. Grain enterprises must prepare sufficient manpower and machinery in advance, strengthen consolidation, loading and unloading organization, and when transfer tasks are heavy, work around the clock as much as possible to speed up loading and unloading and improve the efficiency of vehicle and vessel turnover.

Third, the safe transfer of grain must be ensured. The notice requires all relevant departments to adopt practical and effective safety precautions to ensure the safety of grain during warehouse entry and exit, consolidation, loading and unloading, and transport.

Fourth, transport demand must be regulated and balanced transport must be achieved as much as possible. The notice states that due to the relatively limited railway transport capacity and the non-storability of transport capacity, transferring grain in a short period and in large volumes may cause prominent period-specific transport conflicts. Relevant departments such as development and reform, finance and grain must strengthen overall planning, arrange grain allocation tasks early and in a balanced manner, strive to achieve balanced transfer, and avoid the situation in which concentrated rush transport of grain greatly crowds out transport capacity for other materials.

Finally, bulk grain transport must be vigorously developed. The notice requires that bulk grain transport be strongly advocated in grain transfer. Transport and grain enterprises must actively research and develop equipment suitable for bulk grain loading, unloading and transport, renovate relatively large storage points, and equip them with facilities and equipment capable of dispatching and receiving bulk grain. Relevant departments must take measures to encourage the development of bulk grain transport by specialized vessels, vehicles and containers, and strive to increase the proportion of bulk grain transport.
