CRI Online: The State Council Information Office held a press conference on December 7, 2015 in the press conference hall of the State Council Information Office, inviting Yang Shaopin, member of the Party Leadership Group of the Ministry of Agriculture, to brief on agricultural reclamation reform and development in the new era and answer questions from journalists.
Yang Shaopin:
Good morning, everyone! Thank you for attending this press conference, and thank you for your interest in and support for the development of the agricultural and rural economy, especially the cause of agricultural reclamation.
On December 1, the Guidelines of the Central Committee of the Communist Party of China and the State Council on Further Advancing the Reform and Development of Agricultural Reclamation were officially issued. The Guidelines cover a wide range of areas and are rich in content. They are a programmatic document that, under new historical conditions, clarifies the strategic position and role of agricultural reclamation, the direction of reform and development, and policy measures.
The Guidelines consist of 5 parts and 23 articles. The main contents include: deeply understanding the special position and important role of agricultural reclamation in the new era; clarifying the guiding ideology, basic principles and overall goals of agricultural reclamation reform and development in the new era; deepening reform to establish and improve a dynamic agricultural reclamation management system and operational mechanism; accelerating development to advance agricultural reclamation in taking the lead in achieving agricultural modernization; and strengthening leadership and support for the reform and development of agricultural reclamation.
The biggest highlight of the Guidelines is that they achieve three breakthroughs:
First, a breakthrough in theory. It proposes that agricultural reclamation is an indispensable important component of the agricultural economic system with Chinese characteristics, and clarifies the strategic position of agricultural reclamation in the overall national situation in the new era, namely that it should become the national team safeguarding national food security and the effective supply of important agricultural products, a demonstration zone for new-type agricultural modernization with Chinese characteristics, a vanguard in agricultural foreign cooperation, and a stabilizer for securing borders and stabilizing border areas.
Second, a breakthrough in reform. It proposes adhering to the orientation of socialist market economy reform, with the grouping of reclamation areas and the corporatization of farms as the main line, and focuses on answering the questions of how reclamation areas should be reformed, how farms should be reformed, and what to do about the management systems and mechanisms for personnel, assets and land, while at the same time, in light of the actual conditions of agricultural reclamation, proposing transitional reform paths such as “one institution, two signboards” and “separation of management and operation, purchase of services”.
Third, a breakthrough in policy. It proposes realizing “one synchronized implementation and two full coverages”, namely that all plans should be implemented simultaneously in agricultural reclamation, and that the state policies for strengthening agriculture, benefiting farmers and enriching farmers and for improving people's livelihood should fully cover agricultural reclamation. It innovates the way fiscal funds are invested, proposing to establish the China Agricultural Reclamation Industry Development Fund with fiscal funds as the guide. It innovates the land management method for agricultural reclamation, proposing to manage, protect and utilize state-owned land of agricultural reclamation well, and steadily advance the capitalization and assetization of agricultural reclamation land.
As China's economy enters the new normal, reform enters deep waters, and social development enters a new stage, the internal and external environment for agricultural and rural economic development is undergoing profound changes. The requirements for relying on reform and innovation to advance new-type agricultural modernization and to safeguard national food security and the effective supply of important agricultural products have become more urgent. Agricultural reclamation is rich in land resources, has huge production potential, and has a high commodity rate of agricultural products. It has unique advantages such as integrated operation of agriculture, industry and commerce and integrated development of the primary, secondary and tertiary industries. We believe that, with the implementation of various policies, the development vitality, endogenous impetus and market competitiveness of agricultural reclamation enterprises will surely be further enhanced, and the advantages of agricultural reclamation in a high degree of organization, management level, and the scientific, technological and cultural quality of employees will be better brought into play, so as to build a number of modern agricultural enterprise groups with international competitiveness, better safeguard national food security and the effective supply of important agricultural products, better demonstrate and drive nearby farmers to find employment, start businesses and increase incomes, and better drive the development of new-type urbanization in surrounding rural areas, thus playing an important demonstrative and driving role in China's achievement of synchronized development of the four modernizations.
