Ministry of Agriculture: By the end of the 13th Five-Year Plan, an agricultural product market regulation system will be basically formed

On September 8-9, the National Agricultural Market and Informatization Work Conference was held in Chongqing (agricultural land, commercial and residential land, industrial land). The conference summarized the agricultural market and informatization work since the “12th Five-Year Plan”, deeply analyzed the new situation and new requirements faced in the new stage, and studied and deployed the overall thinking and key work for the “13th Five-Year Plan”. Responsible officials in charge of agriculture (animal husbandry, fisheries) administrative departments of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning attended the conference.

The conference pointed out that China has currently entered a new stage of “synchronized development of the four modernizations”, comprehensively deepening reform has entered a critical period, macroeconomic development has entered a new normal, and the environment, conditions and tasks of modern agriculture construction have undergone major and profound changes. It is necessary to objectively understand the new situation and new requirements and do a good job in agricultural market and informatization work while keeping pace with the times.

The conference emphasized that at present and for some time to come, to accelerate the development of agricultural marketization and informatization from a new starting point, it is necessary to adhere to strategic thinking and problem orientation, innovate concepts, ideas and measures while keeping pace with the times, take comprehensively enhancing the “three capabilities” of agricultural product market regulation, farmers increasing income and becoming rich by facing the market, and transforming traditional agriculture through information technology as the main goal, and take improving top-level design, strengthening infrastructure, reinforcing work methods and perfecting the work system as the main tasks, so as to promote new leaps in agricultural market and informatization work and make it an important supporting force for coordinated urban-rural development and for agricultural transformation of development mode and structural adjustment. The key is to formulate the “13th Five-Year Plan” well, improve top-level design, integrate existing resources, plan a number of major projects, and continuously perfect the working mechanism. By the end of the “13th Five-Year Plan”, an agricultural product market regulation system with the agricultural information monitoring and early warning system as the core will be basically formed, a modern agricultural market system with farmers' marketing capability building as the core will be basically established, and the comprehensive level of agricultural informatization with the application of agricultural information technology as the core will reach 51%.

The conference required that agricultural departments at all levels and relevant units, in accordance with the overall work thinking, seize good opportunities and ride the momentum, highlight key points and vigorously implement them, and go all out to do a good job in seven key tasks, including agricultural monitoring and early warning, price policy reform, information entering villages and households, agricultural big data application, marketing and promotion services, production area market system construction, and major engineering projects.
