On September 14, the Ministry of Agriculture launched in Beijing a pilot project for whole-industry-chain agricultural information analysis and early warning covering 8 varieties including rice, wheat, corn, soybeans, cotton, hogs, beef and mutton, and vegetables, targeting 14 main producing areas and main sales areas including Hebei, Inner Mongolia and Liaoning, and selected 1061 analysts across all links of production, processing and circulation, forming a whole-industry-chain analysis and early warning team. This marks a new step forward in the development of an agricultural information monitoring and early warning system with Chinese characteristics, and provides another lever for improving the price formation mechanism for agricultural products.

According to a relevant official of the Department of Market and Economic Information of the Ministry of Agriculture, building a whole-industry-chain agricultural information analysis and early warning team is an important component of developing an agricultural information monitoring and early warning system with Chinese characteristics. This pilot aims to establish, within 3-5 years, a whole-industry-chain agricultural information analysis model that integrates pre-production, mid-production and post-production stages, production, circulation and consumption, and both domestic and international dimensions; to build a whole-industry-chain agricultural information analysis and early warning team suited to the needs of internationalized development; and to form a working framework featuring rapid analytical response, comprehensive information content and accurate forecasting and judgment. Through pilot demonstration, it will drive the agricultural departments of pilot provinces (autonomous regions and municipalities) to build a work team capable of carrying out specialized and standardized agricultural information analysis and early warning, making it an important working force for local agricultural departments to understand market conditions and assess market trends, an important information support for promoting market-oriented agricultural “transformation of development mode and adjustment of structure”, and continuously advancing the improvement of the price formation mechanism for agricultural products.

It is reported that in recent years, the Ministry of Agriculture has accelerated the advancement of agricultural informatization and agricultural information monitoring and early warning work, established a relatively complete agricultural information network platform, formed an information release system combining conventional media and electronic information networks, built a team of analysts for 18 varieties including grain, cotton, oil and sugar, established the Market Early Warning Expert Committee of the Ministry of Agriculture, and organized the 2013 “OECD-FAO World Agricultural Outlook Conference”, the 2014 China Agricultural Outlook Conference and the 2015 China Agricultural Outlook Conference, steadily advancing the analysis and assessment of agricultural product market conditions.
