Han Changfu stressed during his inspection tour in Shaanxi: We must strengthen the intensity of industrial poverty alleviation
On September 9-10, Agriculture Minister Han Changfu stressed during his inspection tour in Shaanxi that agricultural departments at all levels must conscientiously study and implement the spirit of General Secretary Xi Jinping's important speech on the fight against poverty and the relevant decisions and arrangements of the central authorities, vigorously transform the mode of agricultural development, adjust the structure of the agricultural industry, and focus on doing a good job in industrial poverty alleviation, tourism poverty alleviation, and relocation poverty alleviation, solidly advance the development of specialty agriculture, ecological agriculture and circular agriculture, drive farmers in poor areas to achieve poverty alleviation and prosperity at an early date, and lay a solid foundation for building a moderately prosperous society in all respects.
In the early autumn of the Qinba land, a fine rain was falling and the vegetation was green. Han Changfu walked into breeding farms, demonstration zones, enterprise workshops and farm households in Ankang City and Shangluo City, talking with enterprise leaders, grassroots officials and farmers to gain a detailed understanding of the development of specialty ecological agriculture, agricultural product processing and rural tourism. He expressed appreciation for Shaanxi Province's great attention to the work of “agriculture, rural areas and farmers,” its adoption of effective measures, and its practice of solidly promoting increased income and prosperity for farmers in poor areas through industrial poverty alleviation and other means.
⟦NL> Han Changfu was very concerned about how specialty agriculture and ecological agriculture are developing in relatively poor areas. He made a special trip to Hanbin District of Ankang City and walked into the Ankang Yangchen Modern Agriculture Demonstration Park, visiting the breeding pig farm, the biogas power plant, the modern agriculture park and the feed mill. Han Changfu affirmed the demonstration park's practice of taking the pig industry as its foundation, adopting the pig industry alliance business model of “leading enterprise + large-scale breeding households,” and developing ecological circular agriculture of pig — biogas — fruit — vegetables, and expressed the hope that they would strengthen their development capacity, strive to become bigger and stronger, continue to play a good demonstration and driving role, and lead more farm households, especially poor farm households, to develop together. Ankang is rich in selenium reserves, and its selenium-enriched industry has developed very rapidly, already becoming a major pillar industry of economic and social development. At the Ziyang County Selenium-Enriched Konjac Food Co., Ltd. located in Haoping Town of Ziyang County, Han Changfu walked into the konjac processing workshop and exhibition hall, asked in detail about konjac processing, sales and other matters, and discussed with the enterprise leaders issues such as deep processing of konjac and product research and development. Han Changfu instructed the enterprise leaders to develop the konjac industry well and drive more surrounding farmers to prosper by growing konjac. He also came to the selenium-enriched tea garden in Haoping Town to learn about the cultivation, processing and sales of selenium-enriched green tea, and expressed the hope that the local government would promote standardized production, step up publicity, expand brand influence, and turn selenium-enriched green tea into an industry that enriches farmers. He required local authorities to strengthen scientific research, talent introduction and industrial development for the selenium-enriched industry, improve the comparative benefits of the selenium-enriched industry, and transform the selenium-enriched resource advantage into an industrial advantage and economic advantage as soon as possible, so as to make the selenium-enriched industry bigger and stronger. In the Shuangxing relocation community in Haoping Town, Han Changfu walked into the community comprehensive service station, vegetable and fruit shops and farm households to learn about the production and living conditions of relocated families. He pointed out that relocation is an important path for poverty alleviation and development, and that conditions must be created so that poor farmers can move out, settle down steadily, find employment and prosper widely.
In recent years, Shangluo City has explored the development of ecological agriculture and the building of beautiful villages, achieving certain results. Zhujiawan Village in Yingpan Town, Zhashui County, Shangluo City, nestles against mountains and beside water, with fresh air and a beautiful environment, enjoying unique conditions for developing leisure agriculture and rural tourism. Han Changfu walked into agritainment venues of distinctive styles and farmhouse renovation sites, carefully learning about the benefits that the development of agritainment has brought to farmers. The village introduced industrial and commercial capital to renovate and lease farmhouses for developing agritainment, and then hired farm households as housekeepers to manage the agritainment, which both solved the funding for agritainment renovation and provided jobs for farmers. Han Changfu pointed out that the new countryside is an upgraded version of the countryside, not a reduced version of the city, and that farmers' rights and interests must be safeguarded, rural scenery protected, and farmers' incomes increased.
Han Changfu also came to the Ankang High-tech Zone, where he successively conducted inspections of the construction of the China (Ankang) Selenium-Enriched Product Research and Development Center project, the China Northwest (Ankang) International Tianmao Logistics City, the entrepreneurship incubation park, Anyuan Shoes, Mafeima Tartary Buckwheat Tea, Xiaochuan Creativity, and the “enclave economy” park, learning in detail about project construction and enterprise production in the high-tech zone, agricultural product e-commerce, “Internet+” and other matters.
