Vice Premier of the State Council Wang Yang conducted research in Beijing on September 14 on the development of “Internet Plus” modern agriculture. He stressed the need to earnestly implement the relevant requirements of the “Guiding Opinions of the State Council on Actively Promoting the “Internet Plus” Action”, vigorously advance the application of internet technology and internet thinking in agriculture and rural work, and continuously inject new momentum into raising the level of agricultural production, operation, management and services.
Wang Yang successively visited Changping District and Haidian District of Beijing to inspect full-process information management of specialty agricultural products, learn about the “Pig Internet Plus” business model that organizes pig production, processing and sales through the internet, inspect an offline display and experience platform for agricultural product e-commerce, and preside over a symposium to hear opinions and suggestions from representatives of some domestic internet companies, agricultural enterprises, informatization experts, as well as new farmers engaged in e-commerce operations and grassroots rural officials. He pointed out that the integrated development of the internet and agriculture has advanced the application of modern factors in agricultural production, shortened the distance between production and the market, raised efficiency, lowered costs, and greatly expanded the space for agricultural development. It is necessary to deeply implement the “Internet Plus” modern agriculture action, proceed from the characteristics of rural internet development, explore sustainable business models, strengthen the comprehensive service functions of the internet in agricultural input supply, technical guidance, financial services and other areas, and actively promote innovation in agricultural operation models and industrial systems. Promote and improve the good experiences and practices of various localities, and turn the successful “bonsai” of “Internet Plus” modern agriculture into a “landscape”.
Wang Yang stressed that to promote the development of “Internet Plus” modern agriculture, it is necessary to strengthen top-level design, improve standards and specifications, and create a favorable market environment. It is necessary to strengthen rural internet infrastructure construction, improve the rural logistics network system, and accelerate the training of a new type of farmers who have internet thinking and master informatization technology. Establish and improve mechanisms for agricultural data collection, analysis, release and service, promote the sharing and opening of government and enterprise information service resources, eliminate data barriers and information islands, strengthen the development and utilization of agricultural big data, and strive to narrow the “digital divide” between workers and farmers and between urban and rural areas.
