Along with the continuous advancement of industrialization, urbanization and agricultural modernization, the transfer of management rights of rural household contracted land in Qingcheng District has notably accelerated, and developing appropriately scaled operations has become an inevitable trend. Practice has proven that land transfer and appropriately scaled operations are the only way to develop modern agriculture.

The question now is: how can orderly transfer of rural land contracted management rights be achieved? How can appropriately scaled agricultural operations be carried out well? The author believes that to guide the orderly transfer of rural land contracted management rights and develop appropriately scaled agricultural operations, establishing a rural land contracted management rights transfer trading platform across the entire district will be an effective measure.

To enable farmers to become active participants in and true beneficiaries of land transfer and scaled operations, the author believes that a three-tier linked trading platform at the village, town/street and district levels should be established. The first-tier trading platform takes the village as its unit; the village committee is responsible for collecting, organizing and registering villagers' land information, and on this basis, establishing village-level land archives, digitizing the relevant transfer information, uniformly reporting it to the second-tier trading platform, and updating the reported content at any time.

The second-tier trading platform takes the town/street as its unit; the competent department at the town/street level summarizes, tabulates and organizes the land transfer information reported by the first-tier trading platform, verifies and confirms the rights to the land declared by farming households, establishes second-tier land archives, digitizes the relevant transfer information, uniformly reports it to the third-tier trading platform, and updates the reported content at any time.

The third-tier trading platform takes the district level as its unit; it summarizes, tabulates and organizes the land transfer information reported by the second tier, establishes third-tier land archives, digitizes the relevant transfer information, and together with information on intended transferees, uniformly posts it on the "trading platform" for public listing and trading, updating the posted content at any time, so as to promote land transfer quickly, effectively and safely and provide quality services to all parties involved in the transfer.

Land listed for trading should be land whose rights have been confirmed, having undergone ownership verification and review, registration, and issuance of land certificates. The transfer of land management rights should adhere to the principles of legality, voluntariness and compensation, and must not violate the wishes of contracted farming households, must not harm farmers' rights and interests, must not change the use of the land, and must not damage the comprehensive agricultural production capacity or the agricultural ecological environment. Corresponding restraint and supervision mechanisms should also be established to eliminate intermediaries and backroom operations

The transfer of rural land management rights is a systematic project, and the trading platform is only one link in it. We must fully recognize the long-term, arduous and complex nature of this work, must not one-sidedly exaggerate the role of the trading platform, and should organically combine the work of the trading platform with land development, land rights confirmation, land consolidation and so on, so that it plays a greater role in the entire systemic chain.

At the same time, establishing a trading platform cannot be accomplished overnight; at the beginning it may be rudimentary with a single function. Once the transfer market matures, this platform can be gradually built into a composite-function platform integrating trading, resource integration and more, becoming an indispensable core link in the land transfer system, thereby continuously raising labor productivity, land output rate and resource utilization rate.

The author believes that as long as we proceed from reality and adopt a proactive yet prudent attitude, we will certainly be able to build well this trading platform for rural land management rights transfer across the entire district. As the operation of the trading platform matures, it will certainly inject entirely new vitality into the scaled and modernized development of agriculture in Qingcheng.
