In the 2015 summer grain purchase, Sinograin strictly enforced quality standards
The reporter learned from Sinograin (China Grain Reserves Corporation) that, in accordance with the provisions of the national minimum purchase price implementation plan, since Sinograin launched the temporary market-support purchase of wheat in Jiangsu, Hubei, Anhui, Henan and Shandong at the end of May, and launched the temporary market-support purchase of early indica rice in Anhui, Jiangxi, Hunan and Hubei at the end of July, the purchase work has been steady and orderly, and has now entered its final stage, with the average daily purchase volume only one tenth of that at the earlier peak of purchasing. As of September 10, a cumulative total of 19.28 million tons of wheat had been purchased under the temporary market-support scheme, down 24% year on year, mainly because the unsound grain rate of wheat in parts of Hubei, Anhui and Henan exceeded the standard; a cumulative total of 2.63 million tons of early indica rice had been purchased under the temporary market-support scheme, down 25% year on year, mainly because in Jiangxi and other places there were more sprouted grains and unfilled grains than in previous years, as well as local increases in reserves and stock replenishment.
⟦NL> In this year's temporary market-support purchase of summer grain, Sinograin, as the policy implementation entity entrusted by the state, followed the requirement of the “four togethers” for Sinograin branch companies, provincial-level grain administrative departments and provincial-level branches of the Agricultural Development Bank of China (jointly determining entrusted purchase and storage depots, jointly organizing acceptance inspections, jointly being responsible for the quantity, quality, inventory management and sales out of storage of the purchased grain, and jointly implementing the minimum purchase price policy), strictly enforced national purchase quality standards throughout the whole process, including the standard that the unsound grain rate of wheat be within 10%, strictly supervised entrusted depots so that they must not lower grades or depress prices to harm farmers' interests, and must not arbitrarily relax purchase standards to harm the state's interests, and implemented the system under which inspection personnel at each depot must hold certificates to work. At the same time, relevant directly affiliated enterprises of Sinograin strengthened policy publicity and explanation and guidance for farmers, fulfilled the social responsibility of central state-owned enterprises by extending services to agriculture, actively provided farmers with technical guidance on separate harvesting and separate storage and on protecting grain during the rainy season, used their own customer resources to help farmers sell grain that exceeded the standard, and helped farmers reduce losses caused by disasters.
It is learned that, in response to wheat with an unsound grain rate exceeding the standard in some areas, relevant state departments issued a notice a few days ago, requiring provincial-level people's governments, in accordance with the spirit of the provincial governor responsibility system for food security, to organize special purchases to solve the problem of farmers having difficulty selling grain, with the required cost subsidies borne by local governments. At the same time, it is necessary to strengthen quality and safety supervision over the purchase, processing and sale of wheat with an unsound grain rate exceeding the standard, and prevent wheat that does not meet food safety standards from entering the market for food or feed.
