Ministry of Agriculture Notice: Suspension of All Product Purchase Subsidy Eligibility for Five Enterprises

To the agricultural machinery (agriculture, agriculture and animal husbandry) bureaus (departments, commissions, offices) of all provinces, autonomous regions, municipalities directly under the Central Government, and municipalities with independent planning status; the Agriculture Bureau of the Xinjiang Production and Construction Corps; the Heilongjiang Provincial General Bureau of State Farms; and the Guangdong Provincial General Bureau of State Farms:
Recently, our department conducted a preliminary investigation based on a report from the Anhui Provincial Agricultural Machinery Bureau and found that five enterprises - Anhui Jianghuai Heavy Industry Machinery Co., Ltd., Fuyang Hongqiang Agricultural Machinery Manufacturing Co., Ltd., Xuancheng Sanjiu Tea Machinery Manufacturing Co., Ltd., Henan Gengshen Agricultural Machinery Co., Ltd., and Hubei Nanzhang County Hengda Machinery Manufacturing and Sales Co., Ltd. - are suspected of providing false filing information during the ministerial-level agricultural machinery purchase subsidy product filing process and failing to proactively report objections to filing results during the public notice period.
In accordance with the relevant provisions on the implementation of the agricultural machinery purchase subsidy policy, after study, our department has decided to suspend the agricultural machinery purchase subsidy eligibility for all products of the above five enterprises nationwide. All provinces are requested to execute this in accordance with the prescribed procedures. During the suspension period, no subsidy shall be granted for the relevant products of the above enterprises sold in any form, whether through trial use, installment payments, deferred invoicing, or any other means. The above five enterprises shall promptly inform their dealers and purchasers about the suspension of their agricultural machinery purchase subsidy eligibility, proactively conduct self-inspections, and promptly report any issues to the relevant provincial competent departments for agricultural mechanization.
The competent departments for agricultural mechanization of all provinces shall, in accordance with the provisions of the "Explanation of Matters Related to the Handling of Violations Concerning Recent Agricultural Machinery Purchase Subsidies" and other regulations, immediately organize verification of the filing status and subsidy-related matters of the above five enterprises, and handle any issues strictly. The investigation and handling results of each province shall be reported to the Agricultural Machinery Extension Station of the Ministry of Agriculture before October 19.
Our department, together with the Agricultural Machinery Extension Station of the Ministry of Agriculture, will, based on the investigation and verification results of the relevant provincial competent departments for agricultural mechanization and the self-inspection and rectification status of the above five enterprises, study and make a final handling decision at an appropriate time.
