National Autumn Grain Purchase Work Conference Held in Harbin
On September 18, 2015, the State Administration of Grain held the National Autumn Grain Purchase Work Conference in Harbin, Heilongjiang Province, to analyze and assess the autumn grain purchase situation and arrange and deploy the purchase work. Lu Jingbo, Deputy Director of the State Administration of Grain, presided over the meeting and delivered a speech.
The meeting held that this year's autumn grain is expected to achieve another bumper harvest, the volume of commercial grain and purchases will increase, and the task of purchasing and storage work will be arduous and heavy. The meeting stressed that all localities should make autumn grain purchase a top priority in current grain circulation work and carry it out well, ensuring that the purchase work proceeds smoothly and in an orderly manner. Solid preparations must be made for warehouse capacity, funds, materials, personnel training, policy publicity, and other aspects. The minimum purchase price and temporary storage policies must be strictly implemented, and the purchase of grain with excessive quality problems must be carried out conscientiously in accordance with the requirements of the provincial governor responsibility system for food security. At the same time, enterprises should be actively encouraged and guided to carry out market-based purchases to prevent farmers from “having difficulty selling grain”. Market supervision must be further strengthened, enterprises must be urged to strictly implement the “five requirements and five prohibitions” purchase rules, all kinds of illegal and non-compliant acts and acts violating policies must be severely investigated and punished, and the occurrence of giving farmers “IOUs” must be resolutely prevented, so as to effectively maintain order in the purchase market. Advantageous timing when new grain comes onto the market must be used to promptly implement newly added local reserves and ensure that the task of increasing reserves is completed on schedule. Safe grain storage and production safety work must be carried out conscientiously to prevent grain spoilage accidents and resolutely eliminate the occurrence of major safety accidents.
Responsible officials of the grain bureaus of all provinces (autonomous regions and municipalities), and relevant responsible officials of Sinograin, COFCO Group, Chinatex Corporation, and AVIC International Holding Corporation attended the meeting. Relevant responsible officials from the National Development and Reform Commission, the Ministry of Agriculture, and the Agricultural Development Bank of China were invited to attend the meeting.
