Against the backdrop of China's advancement of new urbanization, the development of the real estate industry has taken on new characteristics: intensive and efficient as the overall goal, ecologically livable as the overall requirement, participation in operations as a new attempt, optimized layout as a new direction, inheritance of cultural context as a new concept, and serving both urban and rural areas as the ultimate aim.

Intensive and efficient: the overall goal of real estate industry development

To achieve the goal of intensive and efficient development, the real estate industry should start from the following four aspects:

1. Industrial transformation and upgrading must revolve closely around the theme of human urbanization. The most prominent feature of new urbanization is that it is people-centered, and the development of the real estate industry should also determine its transformation and upgrading goals on this basis. In particular, advancing the citizenization of the agricultural transferred population should be taken as an important breakthrough point for the transformation and upgrading of the real estate industry.

2. The core competitiveness of real estate industry development must be strengthened. Advancing the citizenization of the agricultural transferred population will provide enormous room for growth in real estate development, but at the same time competition within the industry will intensify accordingly. The extensive model of real estate development will certainly not be able to meet the needs of new urbanization development. Continuously enhancing the core competitiveness of real estate industry development should become the primary value goal. Increasing the contribution rate of technological innovation in promoting real estate development should be a direction of effort.

3. Explore real estate development models for the citizenization of the agricultural transferred population in small and medium-sized cities and small towns. It can be foreseen that small and medium-sized cities and small towns will in the future be the main battlefield for advancing the citizenization of the agricultural transferred population, and the development of the real estate industry should gradually shift its “center of gravity downward.” At the same time, the housing purchasing power of residents in small and medium-sized cities and small towns should be fully assessed, so as to avoid the situation of buildings being seen but no people in sight, and real estate “kidnapping” urbanization.

4. Achieve efficient development of the real estate industry on the basis of intensive development. The efficient development of the real estate industry should be reflected not only in quantity and speed, but also in quality and grade. Efficient development on the basis of intensive development also means that the development of the real estate industry must achieve conservation, intensiveness and recyclability in the development and utilization of resources.

Ecologically livable: the overall requirement of real estate industry development

To achieve the overall requirement of ecologically livable real estate industry development, efforts should be made from the following four aspects:

1. The concept of ecological and environmental protection should run through the entire process of real estate construction. At the design and planning stage, the impact of housing construction on the surrounding environment should be fully assessed, so as to formulate the optimal building plan with relatively high land use efficiency. At the construction stage, the building plan should be implemented strictly, and attention should be paid to reducing the impact of construction waste on the surrounding environment. At the completion stage, the corresponding finishing work should be done well, and the natural ecological environment damaged during the construction process should be restored accordingly.

2. Develop green buildings in accordance with local conditions. The concentrated construction of green buildings and the clustered development of the industry are effective ways to explore new urbanization models, and new green building industry towns provide an approach for advancing new urbanization in different regions across the country. However, the planning and construction of new green building industry towns should also be advanced in a moderate manner in light of the actual economic and social development conditions of each locality.

3. Pay attention to the follow-up of supporting service facilities around real estate. At the very beginning of real estate planning and construction, the architectural plans for residents' supporting living service facilities should be optimized on the premise of fully improving land use efficiency. At the same time, after the housing is delivered for use, the methods and approaches of real estate property management should also be continuously innovated, so that the service concept of the “big real estate industry” runs through the entire process of real estate development, construction and operation.

4. Explore development models for ecologically livable real estate in small and medium-sized cities and small towns. The real estate development models of small and medium-sized cities and small towns are very different from those of large cities, and must be guided by category and treated differently. In the development of ecologically livable real estate in small and medium-sized cities and small towns, while fully improving land use efficiency, the guiding principle should be to “let residents see the mountains and see the water.” The development of small and medium-sized cities and small towns should truly be integrated into nature, so that real estate development takes ecological livability as its overall requirement.

Participation in operations: a new attempt in real estate industry development

For real estate enterprises to participate in the investment and operation of urban public facilities, efforts should be focused on continuously optimizing the cooperation mechanism from the following four aspects:

1. Improve the system for social capital to participate in the investment and operation of urban public facilities. Through relevant systems, the access conditions, service periods, exit standards and other essential elements for social capital to participate in the investment and operation of urban public facilities should be clarified. At the same time, the legal norms for investment and financing of urban public facilities should be further improved.

2. Give full play to the experience advantages of real estate enterprises in real estate operation. The government should conduct a comprehensive assessment of all urban public facilities currently in operation and about to be operated, and projects suitable for operation under the PPP model should be openly tendered. In this way, the financial pressure on the government in operating public facilities can be eased, and market competition mechanisms can be introduced, thereby further improving the supply quality of public goods and services.

3. Provide participating operating enterprises with predictable and stable returns. Policies for social capital to participate in the investment and operation of urban public facilities should be stable, continuous and coherent, and real estate enterprises can obtain stable returns by virtue of the good performance of operating projects. The government should, through scientific performance return assessment schemes, enable enterprises participating in the investment and operation of urban public facilities to obtain predictable and stable returns.

4. Strengthen supervision over projects in which real estate enterprises participate in operations. The ultimate purpose of adopting the PPP model is to provide the public with the best public goods and services; therefore, the government should continuously strengthen supervision over projects in which real estate enterprises participate in operations. Government supervision over projects in which real estate enterprises participate in operations is all-round, including supervision over the prices of public goods and services as well as supervision over the quality of public goods and services.
