Ministry of Agriculture conducts collective talks, using cases as warnings to continuously rectify the four forms of decadence
Recently, the Discipline Inspection Group stationed at the Ministry of Agriculture convened more than 60 principal responsible officials from all departments, bureaus and directly affiliated units of the Ministry of Agriculture, briefed them on 6 cases of disciplinary violations recently investigated and handled, and conducted collective talks. Song Jianchao, head of the Discipline Inspection Group stationed at the Ministry of Agriculture, emphasized during the talks that all units must take the cases as warnings, continuously strengthen their awareness of discipline, strictly abide by all Party disciplines and regulations, and ensure that the “two festivals” are celebrated with integrity and frugality.
The 6 cases of disciplinary violations briefed this time involved ineffective performance of the main responsibility and supervisory responsibility for Party conduct and clean government construction, violation of the Party's political discipline, and violation of regulations on clean self-discipline. A total of 2 department-level and 2 division-level cadres were given Party disciplinary sanctions, and 2 department-level cadres and 1 staff member were given admonitory talks and circulated criticism.
At the talk meeting, a deep analysis was conducted on the 6 cases, reminders and warnings were given, and everyone was warned never to repeat the same mistakes. The main responsibility must be put into practice, and responsibility must be borne when problems arise. Party organizations in all units, especially the “top leaders,” must truly shoulder their responsibilities, embody the responsibility of managing the Party and governing the Party in daily management and supervision, promptly remind when signs are discovered, and promptly handle when discipline is violated. Discipline inspection commissions in all units must dare to supervise and dare to hold people accountable. They must often ask themselves: Have we undertaken and fulfilled the supervisory responsibility conferred by the Party Constitution? For dereliction of duty or malfeasance in work, where there is neither reporting nor handling, responsibility must be seriously pursued.
Public institutions must strengthen management, and leading cadres of public institutions must enhance their awareness of discipline and rules, and especially abandon the “special theory.” Before Party discipline and regulations there is absolutely no special treatment, and there is no special zone in grasping Party conduct and clean government construction. The “top leader” of a unit must have a sense of responsibility, take responsibility toward the organization and toward comrades, dare to manage, and dare to establish rules.
Party members and cadres must uphold high standards and strict requirements, and must never seek special treatment. Department leaders must use power prudently. They must model compliance with all institutional regulations, and when facing treatment they should not enjoy or interests they should not take, they must keep a clear head and strictly require themselves. They must exercise power in accordance with law and regulations, have awe for law and discipline, and must not use power arbitrarily, still less abuse their authority. They must exercise power fairly and impartially, and must not abandon procedures or arbitrarily make flexible arrangements or set precedents of non-repetition for so-called reasons or special needs.
Party members must have organizational awareness, and Party discipline must be directed at all Party members. Party members and cadres must be politically clear-headed, must control their mouths and hands in daily work and life, and the key is to control their minds. They must be rule-abiding persons in the organization, strengthen the Party concept, and be absolutely loyal to the Party organization. Implementing the Party's political rules must enter the mind and the heart, a string must be kept taut in the mind, and the habit of complying with Party discipline and Party rules must be developed. For acts violating political discipline and political rules, discipline inspection departments will discover one, investigate and handle one, and expose and brief one, never tolerating them, and ensuring the rigid constraint of discipline.
