At the Lu'an Directly Subordinated Depot of Sinograin, large and small trucks coming to sell grain filled the parking shed here, lining up one after another waiting for inspection and weighing. Wu Yong, director of the Lu'an Directly Subordinated Depot of Sinograin, who was inspecting grain purchasing, told reporters that this year's autumn grain came onto the market a bit early.

Wu Yong: This is a relatively early variety; more than one hundred truckloads, over one thousand tonnes, have to be unloaded in a day.

The same situation exists in other areas of Anhui that grow early-maturing rice varieties.

Wu Yong told reporters that with market purchasing sluggish and the state's minimum purchase price policy not yet launched, these farmers found it somewhat difficult to sell their grain. Starting in mid-September, the Anhui Branch of Sinograin launched rotation grain purchasing in Lu'an and other places to make it easier for farmers to sell grain.

Wu Yong: (At the time) the minimum purchase price policy had not yet been launched, and the rice mills below, because grain prices are relatively low now, had basically not opened for purchasing. Our depot's rotation purchasing stepped in to solve the problem for the early-market varieties, purchasing at the minimum purchase price, 1.38 yuan, and so far 13,000 tonnes have been purchased.

Because there are quite a few farmers selling grain, the Lu'an Directly Subordinated Depot of Sinograin also adopted an appointment-based purchasing method to reduce the waiting time for farmers selling grain. In the depot's service hall, Li Wei from Gudui Village, Xiadian Town, Huoqiu County, had just delivered a truckload of grain and hurried over to register information such as name, vehicle number, and telephone number. He said that after registering this information, he could go home and wait for notification to come again to sell grain.

Li Wei: After registering, they told us to stay at home; there is no need to line up here. This truckload is more than 22 tonnes, and settlement has already been completed, 61,589 (yuan); the depot transfers it to our card. In a few days, when our number comes up, they will call us and we can come over.

It is understood that Anhui Province's total autumn grain output this year is expected to reach 39 billion jin. At present, the Anhui Branch of Sinograin, the Anhui Provincial Grain Bureau, and the Anhui Provincial Branch of the Agricultural Development Bank of China have arranged 778 purchasing depot points across Anhui Province, with 5.15 million tonnes of empty warehouse capacity. In the first batch, 395 entrusted purchasing and storage depot points were arranged, with 2.49 million tonnes of warehouse capacity, and on September 23 they took the lead in launching the minimum purchase price purchasing work for mid-to-late rice, following the principle of “open a bit when full,” carrying out purchasing in a timely manner to solve farmers' grain-selling problems.
