Vice Minister of Agriculture Yu Kangzhen attended the drill and delivered an important speech. Yu Kangzhen stressed that all localities should continuously refine emergency mechanisms, strengthen departmental cooperation, and comprehensively enhance emergency response capacity for outbreaks.
Yu Kangzhen pointed out that emergency management of major animal epidemics is a statutory duty conferred on governments at all levels and animal husbandry and veterinary departments by the Animal Epidemic Prevention Law and the Regulations on Emergency Response to Major Animal Epidemics. In recent years, under the leadership of Party committees and governments, animal husbandry and veterinary departments at all levels have strengthened organizational leadership and the construction of the “one plan and three systems” (contingency plans, systems, legal framework and mechanisms). In accordance with the general requirements of “early epidemic reporting, rapid epidemic response, strict epidemic handling, and minimal epidemic losses,” they have refined contingency plans, improved emergency mechanisms, strengthened monitoring and early warning, and scientifically handled outbreaks. Remarkable results have been achieved in responding to various outbreaks and in post-disaster animal epidemic prevention following major natural disasters, earning high praise and full recognition from the international community.
Yu Kangzhen pointed out that this drill, for the first time, took responding to an African swine fever epidemic introduced from abroad as its theme. The Ministry of Agriculture, together with relevant departments of industry and information technology, transport, quality inspection, forestry, railways, postal services, as well as the military and armed police, jointly carried out emergency handling of a newly emerging exotic disease. This will further refine the coordination mechanism, strengthen emergency command capacity, standardize emergency handling, train emergency reserve teams, and enhance practical emergency response capacity and level. This drill is of great significance for further strengthening emergency management, improving the emergency command system, strengthening prevention and control emergency mechanisms, raising prevention and control emergency capacity and level, and rapidly controlling and extinguishing outbreaks.
Yu Kangzhen stressed that the current national animal epidemic prevention and control situation remains severe, and the task of prevention and control remains arduous. Emergency management work must remain vigilant in times of peace, be pursued unremittingly, and be kept in constant readiness. It is necessary to persist in prevention and control in accordance with the law, refine all contingency plans, establish and improve all rules and regulations, and further raise the legalization level of emergency work. National Chief Veterinary Officer Zhang Zhongqiu presided over the emergency drill.
