China's summer grain state reserve purchase volume fell 23% year-on-year this year
Since Sinograin launched the wheat state reserve purchase in Jiangsu, Hubei, Anhui, Henan and Shandong at the end of May, and launched the early indica rice state reserve purchase in Anhui, Jiangxi, Hunan and Hubei at the end of July, the purchase work has been steady and orderly, and has now entered its final stage. As of September 10, Sinograin had completed a cumulative 19.52 million tonnes of wheat state reserve purchases, down 23% year-on-year, mainly because the unsound grain rate of wheat exceeded the standard in some areas of Hubei, Anhui and Henan; it had completed a cumulative 2.75 million tonnes of early indica rice state reserve purchases, down 26% year-on-year, mainly because sprouted grain and immature grains in Jiangxi and other places were more numerous than in previous years.
A relevant person in charge of Sinograin said that in this year's summer grain state reserve purchase, Sinograin, as the policy implementation entity entrusted by the state, strictly implemented the state-determined purchase standards such as an unsound grain rate for wheat within 10%, and strictly supervised entrusted depots so that they must not depress grades or prices to harm farmers' interests, nor arbitrarily relax purchase standards to harm the state's interests. At the same time, relevant Sinograin directly affiliated enterprises actively provided farmers with technical guidance on separate harvesting and separate storage and on protecting grain during the rainy season, and used their own customer resources to help farmers sell grain that exceeded the standards, helping farmers reduce disaster losses.
⟦NL> It is learned that in response to the unsound grain rate of wheat exceeding the standard in some areas, the relevant state departments recently issued a notice requiring provincial-level people's governments, in accordance with the spirit of the provincial governor responsibility system for food security, to organise special purchases, with the required cost subsidies borne by local governments. At the same time, quality and safety supervision of the purchase, processing and sale of wheat with an unsound grain rate exceeding the standard must be strengthened to prevent wheat that does not meet food safety standards from entering the grain ration or feed market.
