2 billion mu of newly subsoiled land must be completed with high quality and efficiency
On October 10, the Ministry of Agriculture held a national on-site meeting on comprehensive crop straw utilization and agricultural machinery subsoiling and land preparation operations in Shijiazhuang City, Hebei Province. Zhang Taolin, Vice Minister of Agriculture, emphasized that carrying out agricultural machinery subsoiling and land preparation is an important measure to improve arable land quality, raise the comprehensive grain production capacity, and promote sustainable agricultural development. Agricultural mechanization departments at all levels must make agricultural machinery subsoiling and land preparation a central task at present, and strive to complete with high quality and efficiency the target task set by the State Council this year of “newly adding 2 billion mu of subsoiled land.”
The meeting pointed out that subsoiling and land preparation is the highlight of “three autumns” agricultural mechanization production, and all localities must solidly carry out organizational management and technical service work. First, further strengthen organizational leadership. Promptly improve and refine the autumn agricultural machinery subsoiling work implementation plan, and break down and assign operation tasks to townships and to plots; actively explore subsoiling technical models suitable for local conditions, widely publicize the important role of agricultural machinery subsoiling, strive to raise the awareness of the broad masses of farmers in carrying out subsoiling and land preparation, and tap the potential for increasing subsoiled area. Second, further implement support policies. Give full play to the guiding role of the agricultural machinery purchase subsidy policy, give priority to meeting farmers' needs for purchasing high-horsepower tractors, subsoilers, and other operation machinery; actively carry out pilot subsidies for agricultural machinery subsoiling operations, strengthen information disclosure and supervision and inspection of the area subsidized for agricultural machinery subsoiling and land preparation operations, and prevent the occurrence of fraudulent and deceptive subsidy claims; actively explore the use of satellite positioning, the Internet of Things, and other information-based means for real-time monitoring, and promote more open, transparent, precise, and efficient subsoiling operation subsidies. Third, further accelerate operation progress. Promptly release supply and demand information for agricultural machinery subsoiling and land preparation operations, give play to the role of agricultural machinery service organizations, and do a good job in command and scheduling of high-horsepower tractors and subsoilers; organize farming households to sign subsoiling operation contracts with large agricultural machinery households and agricultural machinery cooperatives, carry out cross-regional subsoiling and land preparation operations, and achieve advancement across entire villages and townships.
It is understood that as of October 5, a total of 220,000 units (sets) of subsoilers had been put into use nationwide, completing 57.605 million mu of subsoiling and land preparation operation area, accounting for 28.8% of the planned task. To promote the development of agricultural machinery subsoiling and land preparation operations, the Ministry of Agriculture will link this year's subsoiling task volume and completion status with next year's arrangement of agricultural machinery purchase subsidy funds for each province, tilting toward provinces with good task completion, and reducing allocations for provinces that did not complete or did not complete well.
