The comprehensive utilization of crop straw is conducive to promoting the development of circular agriculture and green development, and to enriching soil fertility and improving cultivated land quality. It bears on the overall situation of transforming the mode of agricultural development, building modern agriculture, protecting the ecological environment and preventing and controlling air pollution, and further doing a good job in the comprehensive utilization of straw is of great significance.

Third, carry out pilot demonstrations, integrate existing technologies into supporting models, transform mature technologies into working models, elevate working models into major projects and expand them into major initiatives, launch pilots for the full-quantity utilization of straw, and carry out special technology pilots and innovation and integration demonstrations for conservation tillage technology. Fourth, strengthen scientific and technological support, introduce and assimilate a batch of advanced foreign technologies and equipment suited to our country's conditions, innovate and develop a batch of general-purpose and practical technical equipment in the industrial chain of comprehensive straw utilization, scientifically formulate a batch of relevant technical specifications and standards for straw return to the field, collection, storage and transportation, fertilizer, feed and substrate, transform and promote a batch of mature technologies and facility equipment for comprehensive straw utilization suited to different regions, and cultivate and gather a batch of leading talents, technical backbones and extension personnel in comprehensive straw utilization.
