A new policy to promote the integrated development of primary, secondary and tertiary industries in rural areas is about to be unveiled.

The reporter learned from authoritative sources that, as a key task deployed at this year's Central Rural Work Conference, the relevant authorities will draft guiding opinions on promoting the integrated development of primary, secondary and tertiary industries in rural areas, which are expected to be issued in the second half of the year. At the same time, they will advance the construction of an additional 100 billion jin of grain production capacity and build a batch of high-yield and stable-yield fertile farmland.

According to convention, the Central Economic Work Conference is generally held in late December before the end of the year, so this guiding opinion on promoting the integrated development of primary, secondary and tertiary industries in rural areas is expected to be drafted before the meeting.

According to analysis by an authoritative person from the Ministry of Agriculture, the approach to advancing the integrated development of primary, secondary and tertiary industries in rural areas will follow the basic principle of “based in agriculture, benefiting farmers, and benefiting rural areas”, take market demand as the orientation, agricultural quality improvement and efficiency enhancement and farmers' employment and income growth as the goals, reform and innovation as the driving force, farmers sharing the profits of processing and circulation as the core, and agricultural product processing and leisure agriculture as the guide, focus on promoting the concentration and optimization of factors, promote the organic integration and coordinated development of primary, secondary and tertiary industries, extend the industrial chain, upgrade the value chain, broaden the income-increasing chain, optimize the layout of the productive forces structure, accelerate the establishment of a modern agricultural industrial system, and provide strong support for transforming the agricultural development model and boosting “agriculture, rural areas and farmers”.

“Advancing the integration of primary, secondary and tertiary industries in rural areas is the fundamental choice for China's agricultural and rural transformational development under the new normal.”

Liu Mingguo, deputy director of the Agricultural Product Processing Bureau of the Ministry of Agriculture, said that advancing the integrated development of primary, secondary and tertiary industries in rural areas is conducive to promoting the fuller and closer integration of modern factors such as management, technology, capital and talent from industry and the service sector into agriculture, and raising the level of agricultural development and resource utilization; it is conducive to expanding the scale of rural industries and employment capacity and broadening the space for farmers' employment and income growth; and it is conducive to gathering rural popularity and improving the structure of rural personnel, and promoting rural social prosperity and stability.

According to the introduction, in recent years, although China's agriculture has accelerated its pace of integration with the secondary and tertiary industries, it is still generally at the initial stage. Because the degree of industrial integration is insufficient, it not only faces a serious lack of competitiveness in the production link, but also faces enormous challenges in the processing link. Therefore, China must conform to the situation and respond to the challenges, and urgently needs to advance the integration of agriculture with other industries, enhance competitiveness by leveraging development, and advance the integrated development of primary, secondary and tertiary industries in rural areas.

According to analysis, at the present stage, the integrated development of primary, secondary and tertiary industries in rural areas in China must clarify both that the base point of integration is agriculture and that the key to integration is agricultural product processing and leisure agriculture.

In fact, more and more agricultural product processing enterprises are vigorously building their own raw material bases and market networks, and have long been integrated entities of primary, secondary and tertiary industries.

Data show that China's agricultural product processing industry is huge in scale. In 2014, its main business revenue already exceeded 18 trillion yuan, and its total output value was already 2.1 times that of agriculture. It has a huge impact on the development of the rural and even the national industrial economy, and has the strength to integrate the primary, secondary and tertiary industries in rural areas. Therefore, from this perspective, once the guiding opinions on promoting the integrated development of primary, secondary and tertiary industries in rural areas are ripe, they will support the agricultural product processing industry.
