The 108th executive meeting of the State Council held recently deployed efforts to accelerate the development of rural e-commerce. Wang Bingnan, Assistant Minister of Commerce, stated today that this meeting studied and deployed six measures to promote rural e-commerce development, including strengthening overall coordination and guidance and increasing policy support. The Ministry of Commerce will further refine and improve the relevant work measures.

The State Council Information Office held a regular State Council policy briefing today. Zhang Feng, spokesperson and chief engineer of the Ministry of Industry and Information Technology, Wang Bingnan, Assistant Minister of Commerce, and Ma Junsheng, Director of the State Post Bureau, introduced the relevant policy situations on improving the compensation mechanism for universal telecommunications services, accelerating the development of rural e-commerce, and promoting the development of the express delivery industry, and answered questions from reporters.

On October 14, Premier Li Keqiang of the State Council presided over the 108th executive meeting of the State Council, deploying efforts to accelerate the development of rural e-commerce and strengthen new business forms to boost consumption and benefit the people's livelihood.

Wang Bingnan pointed out that this meeting studied and deployed six measures to promote the next step in rural e-commerce development:

First, local governments are required to strengthen overall coordination and guidance. Local governments at all levels should attach great importance to rural e-commerce work, create a favorable market environment, actively cultivate market entities, and expand the application of e-commerce in agriculture and rural areas.

Second, policy support should be increased. Deeply carry out the "E-commerce into Rural Comprehensive Demonstration" work, formulate and issue the "Rural E-commerce Service Standards and Work Guidelines", incorporate e-commerce into the poverty alleviation and development work system, issue guidance on e-commerce poverty alleviation, and enhance the intensity of targeted e-commerce poverty alleviation.

Third, support and encourage pioneering and innovation. Encourage local enterprises and others to actively explore new models of rural e-commerce, carry out rural e-commerce innovation and entrepreneurship competitions and rural e-commerce strong county creation activities, and implement the rural e-commerce "Million Talents" plan. Guide the media to increase publicity, strengthen online market supervision, and create a favorable market consumption environment.

Fourth, accelerate the improvement of the rural logistics system. Focus on the construction of county, township and village rural logistics systems, and encourage multi-station integration and service network sharing. Encourage rural commercial enterprises to build distribution centers, develop third-party distribution and public distribution, establish a rural public warehousing and distribution system, and focus on supporting the construction of logistics facilities in old revolutionary base areas, ethnic minority areas, border areas and poverty-stricken areas. Strengthen the construction of rural origin collection and distribution and cold chain facilities.

Fifth, strengthen rural infrastructure construction. Improve the compensation mechanism for universal telecommunications services, promote broadband network speed increases and fee reductions, and continuously increase rural broadband penetration. Focusing on connecting administrative villages with hardened roads, accelerate rural road construction and promote the implementation of public transit-oriented transformation in areas with conditions.

Sixth, increase financial support. Simplify the procedures for small short-term loans for rural online merchants. Increase support for credit loans to farmers and young people who start e-commerce businesses, and provide guarantees, loans and interest subsidies to those who meet the conditions.

Wang Bingnan also stated that next, the Ministry of Commerce and other relevant departments will, in accordance with the deployment and requirements of the State Council, further refine and improve the relevant work measures and ensure implementation.
