Agricultural Comprehensive Development Actively Explores Leveraging Financial Capital Support

In order to give full play to the guiding and leveraging role of fiscal funds and leverage more financial capital to support modern agriculture construction, in 2015, the central government allocated 190 million yuan in agricultural comprehensive development funds to support 154 industrialized operation loan interest subsidy projects. Among them, the central government invested 170 million yuan, and local governments invested 20 million yuan, leveraging 5.11 billion yuan in bank loans of various types, involving 1.79 billion yuan in fixed asset loans and 3.32 billion yuan in working capital loans. The projects focused on promoting the development of local agricultural advantageous and characteristic industries, selecting on a competitive basis and supporting a number of leading enterprises with strong radiating and driving capacity and close interest linkage mechanisms with farmers, and building and implementing projects such as agricultural product processing and agricultural product origin wholesale markets, storage and preservation, and other circulation infrastructure.

In 2016, agricultural comprehensive development will continue to increase support for industrialized operation loan interest subsidy projects, adopt the management method of "project selection first, settlement later," mainly support leading enterprises in agricultural industrialization and farmers' professional cooperatives with relatively strong strength, relatively large scale, and significant demonstration and driving effects, while also taking into account specialized large households, family farms, and other new agricultural business entities, concentrating on building agricultural advantageous and characteristic industrial clusters and promoting the development of agricultural industrialization.
