Ministry of Agriculture Holds Special Meeting to Study and Implement the Spirit of Premier Li Keqiang's Important Speech
Deploys Further Strengthening of Supervision and Implementation Work to Ensure Completion of All Annual Targets and Tasks

On October 21, the Ministry of Agriculture held a special meeting to study and implement the spirit of Premier Li Keqiang's important speech and to deploy work related to further strengthening supervision and implementation. Han Changfu, Minister of Agriculture, gave instructions emphasizing that all departments and units must follow the requirements of Premier Li Keqiang's important speech, strengthen supervision and assessment, carefully examine and check the problems and phenomena of irresponsibility, non-implementation, inaction, mediocrity, laziness and neglect of duty, take proactive action, firmly grasp implementation, and ensure the completion of all annual work targets and tasks. Yu Xinrong, Vice Minister of Agriculture, attended the meeting and delivered a speech.

The meeting pointed out that Premier Li Keqiang's important speech has important guiding significance for rectifying inaction and other phenomena and problems such as mediocrity, laziness and neglect of duty, promoting policy implementation, and advancing the development of undertakings. All departments and units must effectively raise their ideological awareness, study and comprehend conscientiously, consciously unify their thinking and actions with the requirements of Premier Li Keqiang's important speech, firmly establish a correct view of achievements, adhere to the correct work orientation, improve and innovate incentive mechanisms, strengthen implementation, and create new achievements with a full mental state.

The meeting put forward clear requirements for further strengthening supervision and implementation work: First, firmly grasp work implementation. It is necessary to highlight the problem orientation, implement the assigned tasks in place, and ensure that accounts can be settled by the end of the year. For those that have already been implemented well, it is necessary to summarize experience and promote them; for those currently being implemented, it is necessary to analyze difficulties and problems and further increase implementation efforts; for those with slow progress in implementation, it is necessary to analyze the reasons one by one, propose effective measures, and accelerate implementation. Second, strengthen supervision and inspection. It is necessary to effectively strengthen the construction of supervision capacity in the agricultural system, build a solid ideological foundation for supervision, actively explore methods and approaches for supervision, continuously innovate working mechanisms for supervision, strengthen supervision over competent industries, units under centralized management, and internal offices, and build a grand pattern of agricultural supervision. Third, deepen performance management. It is necessary to unswervingly implement government performance management, focus on the “three rural” policy measures of the Party Central Committee and the State Council and the central work of the Party Leadership Group of the Ministry of Agriculture, further improve the performance indicator system, and raise the scientific and standardized level of performance management; actively explore incentive means for performance management, strengthen the application of assessment results, and form a performance management mechanism that places equal emphasis on incentives and constraints; actively expand the scope of performance management pilots, promote the further extension of policy performance assessment to local areas, and form an overall synergy in the agricultural system to promote implementation through performance. Fourth, improve the supervision mechanism. It is necessary to establish and improve the supervision and accountability mechanism, form a long-term mechanism in which one level supervises the next and implementation is grasped at every level. It is necessary to combine supervision and accountability with the selection and appointment of cadres, and establish a personnel orientation and political environment in which the capable rise, the mediocre step down, and the inferior are eliminated.

Bi Meijia, Chief Economist and Director of the General Office of the Ministry of Agriculture, presided over the meeting. Principal responsible comrades from all departments and dispatched agencies of the ministry and relevant directly affiliated public institutions attended the meeting.
