In order to effectively carry out the 2015 autumn grain purchase and autumn safe grain storage work, the National Food Administration issued on September 30 the "Notice of the Office of the National Food Administration on Effectively Carrying Out the 2015 Autumn Grain Purchase and Autumn Safe Grain Storage Work and Conducting Special Inspections" (Guoliangdian [2015] No. 8), requiring grain administrative departments in all localities, all central grain enterprises and grain enterprises in all localities to act immediately and carry out special inspections of autumn grain purchase and safe grain storage and safety production.

From October 14 to October 21, the National Food Administration dispatched working groups led by bureau leaders to 10 major grain-producing provinces including Inner Mongolia, Liaoning, Jilin, Heilongjiang, Anhui, Jiangxi, Henan, Hubei, Hunan and Sichuan to carry out inspections.

In response to the current heavy pressure on autumn grain purchase and storage and the prominent contradictions and problems facing grain storage safety, the working groups focused their inspections on the autumn grain purchase situation, grain storage safety and safety production situation, and warehouse facility construction situation. They guided grain administrative departments in all localities to effectively carry out autumn grain purchase work, urged grain purchase and storage enterprises to strictly implement the “five requirements and five prohibitions” grain purchase code of conduct, and absolutely did not allow issuing “IOUs” to farmers, ensuring that farmers could sell the grain they grow; strengthened the awareness of purchase and storage enterprises of their main responsibility for safety production, strengthened safe grain storage measures, prevented safety production and grain spoilage accidents, and ensured grain safety, warehouse safety and personnel safety. The inspection teams also conducted research on the autumn grain purchase market, promptly discovering and grasping the new developments, new momentum and new experience emerging from grassroots grain enterprises.

Through the inspections, grain administrative departments at all local levels and purchase and storage enterprises were prompted to solidly carry out autumn grain purchase work, effectively protect the interests of grain-growing farmers, promptly eliminate some hidden dangers in grain storage safety and safety production, and ensure the safe entry of national grain stocks into winter and the safety production of enterprises.
