At the high-level forum on tea industry development, participating experts held that, to build a long-term mechanism for the development of China's tea industry, it is necessary to adhere to a regionalized development strategy, focus on building advantageous industrial belts, and accelerate the formation of a group of bases with relatively strong international competitiveness; adhere to a quality-first development strategy, focus on improving quality and cultivating brands, and accelerate the cultivation of a group of famous-brand products with Chinese characteristics; adhere to an industrialized development strategy, focus on cultivating and strengthening leading enterprises, and improve the mechanism linking the interests of enterprises and tea farmers; adhere to a strategy of invigorating tea through science and technology, fully tap the advantages of variety resources, promote new varieties and new technologies, and increase per-unit yield and efficiency; and adhere to an export-oriented development strategy, vigorously expanding product exports.

Experts suggested that all localities should carry out rational layout, control the total area of tea gardens, follow the principle of comparative advantage, concentrate tea cultivation in advantageous regions, and increase the proportion of key tea-producing counties; shift from single production to diversified production, ecology, and lifestyle, and produce tea that consumers can afford and are willing to buy; vigorously carry out standardized tea production, actively advance the transfer of land contractual management rights, and promote large-scale and specialized operations; and rely on scientific and technological innovation to build high-standard tea gardens and advance mechanization, intelligentization, and whole-industry-chain informatization in tea production and processing.
